Job Title: GIS Project Manager
Location: Hybrid (Onsite 5 days every other week)
Duration: 12 Months (Contract)
Position Overview
We are seeking an experienced GIS Project Manager to lead the modernization and enhancement of a large-scale Geographic Information Systems (GIS) platform. This position will oversee the migration from ArcMap to ArcGIS Pro and ArcGIS Online, as well as support the implementation of Esri s Utility Network for Surface Water, Sewer, and Water Distribution systems.
The ideal candidate combines technical GIS knowledge, strategic project leadership, and strong vendor management experience. This role requires someone who excels at driving results across complex teams, developing RFPs, and managing modernization efforts within a municipal or utility environment.
Key Responsibilities
Lead the planning and execution of GIS modernization initiatives, including system migrations and network implementations.
Manage all phases of project delivery scope, schedule, budget, and risk management.
Develop and participate in RFP creation, evaluation, and vendor selection for GIS and IT-related initiatives.
Coordinate across departments to improve GIS workflows, data quality, and integration with enterprise systems.
Oversee vendor relationships to ensure deliverables meet defined technical and business requirements.
Monitor and report on project status, key milestones, and resource performance.
Maintain tracking and reporting mechanisms to ensure that technology investments align with organizational goals.
Navigate complex team and stakeholder environments, demonstrating professionalism, patience, and sound judgment.
Communicate effectively through presentations, written reports, and status updates to technical and non-technical stakeholders.
Required Skills & Experience
6+ months of hands-on experience implementing an Esri Utility Network, demonstrating understanding of its core functionality.
5+ years of project management experience, leading technology or GIS-focused initiatives.
5+ years of experience developing and managing RFPs and vendor evaluation processes.
Proficiency in ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online.
Strong familiarity with surface water, sewer, and water distribution systems, particularly within municipal or utility environments.
Proven experience managing vendors and external resources throughout project lifecycles.
Preferred Qualifications
Experience leading GIS modernization or digital transformation projects.
Knowledge of Esri data models, enterprise GIS architecture, and system integration best practices.
Excellent communication, leadership, and problem-solving skills.
Ability to manage competing priorities and foster collaboration across departments.
