As an IT Project Manager this position reports to the Manager of the IT Project Management Office (IT PMO) and works on projects with a team of PMs within the IT PMO. This position is responsible for the completion of IT projects and agency projects with an IT impact. It provides technical and organizational leadership to technology projects benefiting the agency, including those that cross multiple teams or division boundaries, are average in risk and severity, may involve OCIO oversight and are of high impact or visibility.

The incumbent in this role will manage a quality project and produce the deliverables that meet the cost, time, risk, scope, quality expectations and customer satisfaction.

This position is responsible for all aspects of their assigned project(s) over the entire project lifecycle (initiation, planning, execution, control and closure). The IT PM will utilize their knowledge and experience to ensure that both agency and customer requirements are fully met and that projects are completed on time, within budget and in a manner consistent with established standards. The IT PM will establish scope and work plans while overseeing work of staff assigned to the project. They will track and manage risks and issues, report project status to senior management and customer groups while facilitating the identification and definition of business and technical requirements. They participate in the development of the strategic vision of the IT Division, coordinating releases and they identify potential technical gaps. The IT PM works with the Executive Sponsor(s), Sr. IT Leadership and CIO or Delegates on IT Project deliverables, resources, budget and IT Performance. The IT PM develops key metrics required to monitor the success of implementation and triage issues while working with the business to ensure that the goals of the supported division are also met.

Duties

Some of what you ll do:

  • Perform Project Initiation Processes, including:
    • Develop the Project Charter: document the vision and goals, proposed solution, scope (business and technical), expected timeframes, total budget allocation and business benefits the project will produce, and project assumptions and constraints.
    • Define the Project Organization structure.
    • Indicate the methodology (waterfall, Agile, or hybrid) to be used in the project, the OCIO and technical oversight level needed and information relevant to the project sponsors
    • Define the Performance
    • Project Charter
    • Office of the Chief Information Officer (OCIO) Investment Plan (as required)
    • Established Stakeholder/Sponsorship: governance and status reporting preference/timing
  • Perform IT Project Planning Processes
  • Perform IT Project Execution, Monitoring, and Controlling Processes, including:
    • Direct and manage project work. Provide management in the areas of schedule scope. budget, issue and risk management.
    • Perform integrated change control.
    • Prioritizing: Responsible for balancing competing demands and priorities for resources.
    • Manage stakeholder engagement.
    • Acquire, develop, and manage the project team(s).
    • Collaborate and partner with IT Vendor Management.
    • Partnering with the Quality Assurance team, this position is responsible for applying quality management techniques.
    • Policy: Responsible for identifying and participating in development of new agency policies.
    • Informs the IT leadership and governing bodies on appropriate gates and provides evaluations of work to date.
    • Direct the development of IT requirements for data base management, system development and implementation of development efforts.
    • Work with IT Division leadership to perform agency strategic planning and policy development for IT Projects.
    • Develop and implement standards and procedures for IT Project Management to be used by all development teams.
    • Integrate the work of the project with that of Product Teams and Operations Teams by working with Product Owners and Technical leads to groom and prioritize Product backlogs.
    • Track and resolve the impediments while developing the key metrics required to implement and monitor success.
    • Develop the standards and procedures used by the Project Management Office in the day to day work. Using these standards, develop the Project Management Plan, which can be made up of a series of subsidiary management plans. Stakeholder the plans and gain approval for individual IT projects taking into consideration technical requirements.
    • Use a collaborative process with stakeholders for each plan element.
  • Perform IT Project Closure Processes, including:
    • Following the standards and using templates from the Project Management Office, develop the plans.
    • Use a collaborative process with stakeholders for each plan.
    • Prepare closure documents, conduct reviews and gain approvals.
    • Close procurements.
    • Transition project deliverables and artifacts to the product owner and to the operations maintenance team.
  • Contribute to Organizational Maturity of IT Project Management Methodology, including:
    • Works with established standards and procedures for IT Project Management to be used by all development teams.

Qualifications

Required:

  • Bachelor's degree preferably in Computer Science, Information Technology, Business/Public Administration or related degree

AND

  • Four (4) years of IT experience working full-time in a professional IT environment.


OR

  • An associate s degree in Computer Science, Information Technology, Business/Public Administration or related degree or completion of an accredited vocation training program in information technology or related program

AND

  • six (6) years of IT experience working full-time in a professional IT environment.


OR

  • Eight (8) years of IT experience working full-time in a professional IT environment*.


*Relevant IT experience includes but is not limited to analyzing, designing, configuring, implementing, maintaining or programming computer software applications/databases, and must have experience and knowledge of the following standards and technologies: IT Security, IT Policy and Planning; Networks; Systems Analysis; Software Development Lifecycle; Release
Management; Configuration Management; Systems and Database Administration, or IT Architecture.
ALSO REQUIRED (can be concurrent with relevant IT experience)

  • Three (3) years of IT Project Management experience.
  • One (1) year of project related experience deploying SaaS or COTS products within an IT division.

Desired

  • Three (3) years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
  • Three (3) years of progressive knowledge and experience with project management, project management methodology and practices in application development or other areas of IT.
  • Professional certificate in Project Management from a recognized accrediting body (e.g. Project Management Institute or other) or from a University/Community College
  • Three (3) years experience at a professional specialist level performing organizational leadership and technical consultation to design, develop and implement mission critical, agency wide, complex application or systems.
  • Three (3) years knowledge, experience, training in communication of technical issues to business area(s); meeting facilitation; business systems analysis. Three (3) years experience working in a team environment of application development.
