REQUIRED EXPERIENCE:
  • Five (5) years' experience in IT project management with the capability of managing complex, cross-functional IT projects.
  • Five (5) years of related experience using both hybrid and SAFe agile methodologies, in a large IT enterprise environment and managing vendor partners.
  • Five (5) years of related experience documenting business cases, contract management, RFP and RFQ; as well as project funding requests.
  • Five (5) years of proven experience with Agile and Waterfall Methodologies.
  • Demonstrated ability to understand and negotiate the needs and expectations of multiple stakeholders.
  • Excellent communication & negotiation skills and experience in supporting technical and non-technical staff.
  • Ability to multi-task and flexibly adjust to changing priorities in a fast-paced environment.
  • Demonstrated experience with Conflict resolution, consensus building and mediation skills.
  • Demonstrated experience managing resources under a matrix reporting structure.
  • Ability to understand and effectively communicate technical requirements, breaking down complex problems into manageable components for evaluation.
  • Prior experience in government or public-sector environments is an advantage.
  • Proficiency in project management software (e.g., Microsoft Project, JIRA, or similar).
  • Experience in working with Federal reporting projects will be a plus. Data quality project experience, particularly with CMS (Centers for Medicare and Medicaid Services) will be a plus.
  • Experience working with Medicaid Management Information System (MMIS) will be a plus.
  • Experience in the Health Insurance Payer space will be a plus.
  • Experience and Certifications with SAFe Agile will be a plus.
  • Experience with Healthcare Interoperability and CMS guidelines will be a plus.

Education and Certifications :
  • Bachelor's degree in information systems, Business Administration, or other related field, or equivalent work experience
  • Project Management Professional (PMP) Certificate, Certified Scrum Master (CSM) and SAFe certification are pluses.

JOB DESCRIPTION

The Transformed Medicaid Statistical Information System (T-MSIS) initiative transitioned state reporting to a timelier and expanded data set using a modernized technology platform to collect enhanced data from states. The Senior IT Project Manager (Sr. PM) will be responsible for managing projects across various workstreams from operations to technical solutions, writing and responding to Request for Proposal and Request for Quotes, developing, negotiating, and managing contracts, managing vendors and developing financial requests to fund projects. The Sr. PM will work closely with internal T-MSIS business and technical executives, program directors and IT leads, external technical teams, and vendor consultants to ensure that all project financial requests are approved, contracts are reviewed and completed; as well as business cases are documented to initiate projects; and schedules are documented and on track. In addition, this person will serve as the primary contact for critical IT initiatives and project management projects from start to finish; including conflict resolution, risk mitigations, ensure alignment with T-MSIS standards.

Responsibilities
  • Work with business and IT management at all levels of the organization to understand and document the business case for technical initiatives.
  • Create and manage through completion Business Case, Project Proposals, Federal and State Funding Requests, Requests for Proposals (RFP), Request for Quotes (RFQ) documentation.
  • Contribute to efforts to create and maintain T-MSIS APD (Advance Planning Document) iterations.
  • Lead procurement teams in reviewing vendor responses through to the selection and contract negotiation phases.
  • Vendor management and risk mitigation experience.
  • Lead cross collaboration efforts in design, development, test, and implementation of IT solutions.
  • Ensure all project initiatives have a project plan and traceability, risk/issues list, and project MS SharePoint documentation site.
  • Ensure coordination of resource support across T-MSIS Business Analysis, SQA (Systems Quality Assurance), and Development teams; as well as peer managers to align with capacity planning practices.
  • Institute appropriate controls to manage project scope and track changes through Change Advisory Board (CAB).
  • Prepare and distribute weekly project status reports on progress against planned, risks, and mitigation strategies.
  • Prepare systems or program documentation including but not limited to, data flow diagrams, flow charts, file layout, input/output documentation, and project narratives.
  • Effectively communicate with business teams, technical teams, and leadership across multiple disciplines to convey technical concepts in simple business terms.
  • Adhere to T-MSIS standard project management methodology, policies, and procedures, as well as quality assurance standards. Also, where applicable, comply with the external agencies' standards when integrating or leveraging external staff or solutions.
  • Communicate with CMS representatives as scheduled and create the Monthly Status Report for CMS on a monthly basis.
