Job Description:
- The Mainframe Developer will be responsible for analyzing, designing, coding, testing, and modifying mainframe applications, with a focus on PL/I, XML transactions, and working with IMS and DB2 databases.
- This role involves working within the Government's system architecture and adhering to specific policies and standards.
- The developer will also collaboXX closely with other team members to deliver high-quality solutions for the vehicle registration and transportation safety line of business.
Responsibilities or Duties:
- Analyze the current system's logical and physical design and code structures during the concept phase of the project.
- Define database changes required to support the new system and interface with DBA/Data Candidateagement staff.
- Create technical specifications in accordance with Government standards.
- Identify problems/issues and develop mitigation stXXgies.
- Provide regular status reports on progress.
- Ensure effective knowledge transfer to RUS and I&IT Cluster staff.
- Report to the Project Candidateager and/or Lead Technical Coordinator.
- Lead JAD sessions/walkthroughs to vet the design and obtain signoff on technical specifications.
- Develop and modify code (online, batch, and workstation) as per signed-off design specifications.
- Coordinate with mid-tier developers.
- Ensure QA technical standards are adhered to for all system code.
- Prepare test data and conduct unit testing of code.
- Participate in integration testing, creation of test data, and defect repair.
- Plan and participate in code retrofit with other developers working on the same LCS code.
- Analyze reported defects and implement corrections to eliminate them.
- Use Ministry mandated management tools for code libraries.
Qualification or Education:

Experience:
- Recent experience using PL/I V4.5 or higher within the last 5 years.
- 5+ years of experience writing mainframe PL/I transactions that process XML input and produce XML output.
- Experience with IMS DB V12 or higher (HALDB and DEDB) using the PLITDLI API
- Experience with DB2 for z/OS V11 or higher.
- Experience with z/OS V2.2 or higher.
- Expertise in using file and database management tools (File Aid V10.1 or higher, IBM File Candidateager V13.1 or higher).
- Experience with IBM Debug Tool V13.1 or higher, and failure diagnostic tools (Abend Aid V12.4 or higher, IBM Fault Analyzer V13.1 or higher).
- Familiarity with IBM sort utility (DFSORT).
- Experience with Visual Studio 2008 or higher, Visual Studio Debugger.
- Experience with Harvest Source Control V12.5 or higher.
- Experience in scripting for SFTP (preferably in a mainframe environment).
Required Skills:
- Strong problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple tasks and prioritize effectively.
- Experience with Government processes and policies is highly preferred.
Preferred Skills:
- Experience with Fujitsu NetCOBOL V4 or higher.
- Experience in designing and developing Windows client applications interacting with IMS TM applications.
