Job Description :

The Proposal Manager is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment. Key activities include developing a compliant outline for all volumes, leading win theme development, developing compliance matrices, scheduling and leading color reviews, updating leadership on progress, leading daily status meetings, motivating and focusing the individuals involved in each proposal, and ensuring each response is both compelling and compliant. The ideal candidate is a thought leader who fosters a positive team environment, can work closely with and report to the opportunity Capture Manager and VP of Business Development, and quickly adjust to dynamic proposal development schedules and requirements.

Responsibilities

  • Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
  • Work with the Capture Manager to determine author assignments and integrate win strategy, themes, and discriminators into proposal.
  • Lead and analyze RFI, RFQ, RFPs and other bid documents for requirements.
  • Develop the proposal schedule, proposal outline, writing assignments, and compliance matrix.
  • Prepare and lead proposal kickoff meetings and regular status calls.
  • Establish and maintain a SharePoint site for each proposal.
  • Provide advice, leadership, and guidance to authors on all proposal content.
  • Coordinate proposal-related group sessions, including Solutioning, Black Hats, Win Themes, Strategy Sessions, Oral Presentation Preparations, etc.
  • Take ownership of the quality of the proposal for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents.
  • Conduct activities required to successfully perform color reviews, debrief authors, and perform color review recovery.
  • Ensure the high-quality content and appearance of final proposal deliverables which may include writing/editing/proposal revisions and creating charts/tables/graphs and production efforts from assignment and receipt of solicitation through delivery and submission of proposal to the customer.
  • Coordinate and support the production and packaging in finalizing the proposal submission and response processes.
  • Ensure timely delivery of proposals that are fully compliant with solicitation instructions.
  • Conduct and document lessons learned and implement actions to improve process efficiency.
  • Support the VP of Business Development in creating and delivering training for Business Development and other staff to continuously improve our corporate proposal operations.

Required Education and Experience

  • Minimum of five years proven experience managing proposals, and efficiently coordinating the activity of those assigned to each proposal effort, in a dynamic, fast-paced environment on moderate- to high-complexity federal opportunities.
  • A proven track record of managing and winning proposals within the federal IT services market ranging from $5M to $100M.
  • Ability to conduct research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
  • Ability to multi-task and work on multiple concurrent projects.
  • Ability to adapt to various people and working styles under tight deadlines.
  • Ability to work beyond regular schedule hours if needed.
  • Bachelor's degree in business or communications field, or equivalent professional experience.
  • Possess excellent leadership, prioritization, and organizational skills.
  • Possess excellent verbal communication skills.
  • Possess exceptional writing/editing/formatting skills.
  • Possess exceptional attention to detail.
  • High proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint), Adobe Acrobat, and Microsoft SharePoint.
  • Experience in government and procurement databases (e.g., SAM.gov, FPDS, eBuy) and regulations (e.g., FAR/DFAR, SBA regulations, etc.)
  • Capable to generate briefing and presentation materials/slides from scratch.

Preferred (not required) Qualifications and Experience:

  • Proposal related certifications / training such as from Shipley, Association of Proposal Management Professionals (APMP), or others.
  • Experience managing proposal responses for the Department of Labor (DOL), Department of Homeland Security (DHS), Department of Agriculture (USDA), and/or Department of Health and Human Services (HHS).
  • Experience using Artificial Intelligence (AI) and/or Project Management proposal software tools.
  • Proposal experience supporting a small business.
