Description:
The SOC Chief will oversee the Security Operation Center Services for the FCC, providing leadership and technical expertise in cyber adversary capabilities and threat analysis. This role is critical for proactively managing situational awareness of cyber threats and ensuring a robust and timely response to security incidents. The SOC Chief will lead the team responsible for 24/7 monitoring, detection, analysis, and response to cybersecurity events.

Key Responsibilities:

  • Provide technical expertise in cyber adversary capabilities and assess their intentions to conduct Computer Network Exploitation (CNE) and Computer Network Attack (CNA) against FCC networks.
  • Oversee the continuous 24/7/365 monitoring of all FCC security channels, including the GSA's MTIPS, TIC, and PEP systems.
  • Lead the investigation of unusual activities and triage incidents, analyze root causes, and respond to minimize damage and recover from cyber incidents.
  • Manage the review of cyber news feeds, signature updates, incident reports, threat briefs, and vulnerability alerts to determine their applicability to the FCC environment.
  • Develop and maintain a Cyber Defense Playbook and a SOC Communication Plan.
  • Oversee the implementation of intrusion detection sensors and software, and deliver informal reports and Technical Evaluation Reports (TER) from assessments.
  • Collaborate with the Department of Commerce Enterprise SOC and adhere to federal incident management protocols.


Required Skills/Education/Certifications:

  • Top-Secret (TS) clearance.
  • 7+ years of experience in SOC operations and incident response, including SOC management and an IR commander role.
  • Certified Information Systems Security Professional (CISSP), GIAC Incident Response Certification, and Microsoft Certified Security Operations Analyst Associate.
  • Core competencies in leading Information Security GAP Analysis review, and cyber security operations and incident response.
  • Expertise in NIST 800-61 guidelines and FCC and Bureau reporting standards for incident management.
  • Ability to perform Tier 1 to Tier 3 cybersecurity analysis and respond to incidents.
  • Must be able to provide backup support for other key personnel when unavailable to ensure continuity of operations.
