Project Description:

IBM, on behalf of a Department of War (DOW) customer, is seeking the services of a qualified Contractor to provide comprehensive end-to-end Vendor Due Diligence (VDD) and supply chain illumination services, employing advanced tools, proven methodologies, and deep industry expertise in intelligence analysis, supply chain management, competitive intelligence, mergers & acquisitions, and global risk assessments. Services are intended to enhance USASOC and associated agency acquisition posture by identifying, assessing, and mitigating supply chain and vendor risks. The team will integrate commercially viable data analytics, tailored risk analysis, and dynamic network illumination in support of all applicable federal regulations and Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) requirements. This is a non-personal services contract to assist the government with assessing risk and/or the possible compromise of U.S. Government (USG) acquisitions at the vendor prime and subcontractor levels. Full spectrum due diligence includes, but is not limited to, evaluating a vendor’s supply chain, inter-commercial relationships, digital architecture access, record of legal/regulatory compliance, financial stability, general business reputation, potential for Foreign Ownership, Control or Influence (FOCI).

 

Task Description:

The SCRM Lead will be responsible for leading the overarching Supply chain Risk identification and Assessment, SCRM documentation and Standard Operating Procedures (SOPs), ensuring that all SCRM processes and procedures are properly documented, updated, and aligned with industry best practices and federal regulations. The SCRM Lead will analyze customer requirements and develop the overall SCRM efforts in vendor due diligence, working closely with the supply chain risk illumination platform to identify and assess potential risks to the supply chain, develop vendor due diligence reports, and recommend strategies to mitigate these risks and ensure the continuity of critical supplies and services. The SCRM Lead will develop and manage the execution of the project plan to achieve supplier illumination and assessments via a technology platform at the direction of the customer to identify relevant vendor risks and provide recommendations for mitigation. The SCRM lead may also work with suppliers and contractors to identify and address potential risks, and to develop and implement plans to minimize their impact.

 

Required skills/Level of Experience : 

  • Bachelor’s degree with a minimum of 5 years of related work experience or a master’s degree in a related field with a minimum of 3 years of related work experience or HS with a minimum of 10 years work experience in a related field.
  • Must have 5 years of experience performing vendor due diligence and / or supply chain risk management for Department of War customers
  • Proven track record in SCRM leadership role in Supply Chain management, risk management, and acquisition.
  • Excellent analytical and problem solving skills
  • Excellent written and verbal communication skills, including the ability to convey complex analysis to non-technical audiences
  • Experience working collaboratively with interdisciplinary teams in dynamic, multi-stakeholder environments.
  • Experience with supply market trends and supplier capabilities as well as supply chain best practices
  • Experience working directly with Senior level DOW customers to understand requirements and plan project execution
  •  

    Nice to have skills: 

    • Experience with Department of Army
    • IAT Level 1 Certification strongly preferred
