Job Title: Software Engineer 3

Location: Austin, TX

Hybrid. Three days remote and two days onsite (Tuesdays and Fridays). Local candidates only.

Duration: 8+ months

Onsite interviews via in-person or Microsoft Teams.

 

Overview
We are seeking Software Engineer 3 to serve as a Senior Technical Deployment Manager for the Social Services Applications division. The role manages deployments, oversees environment stability, and supports development, testing, and production environments. The position requires strong technical judgment, cross-team coordination, and hands-on involvement across complex system components.
Responsibilities
Environment and Deployment Management
  • Oversee planning, setup, configuration, and delivery of application environments. Manage risks and issues.
  • Coordinate deployments with development, DevOps, testing, TIERS Ops, Security, and business teams.
  • Manage environment demand planning, including new environment standups, refactoring, and configuration updates across code, database, security, and platform components.
Troubleshooting and Incident Management
  • Lead triage sessions across hundreds of IT services and components.
  • Direct root cause analysis, issue resolution, and documentation.
  • Troubleshoot dev/test environment issues with Middleware, EM, DB, network, and development teams.
  • Provide on-call support during workdays, nights, and weekends to maintain high environment availability.
Process Improvement and DevOps
  • Maintain and update the IT DevOps roadmap based on SSA goals.
  • Drive automation and standardization of environment delivery processes.
  • Participate in governance meetings and secure management approvals.
Agile and Scrum Support
  • Provide Scrum Master support for DevSecOps teams.
  • Participate in backlog grooming, user story development, prioritization, and retrospectives.
  • Remove impediments and promote self-organizing teams.
Leadership and Reporting
  • Oversee and assign work to staff. Mentor and support team productivity.
  • Produce environment usage, CI/CD pipeline, status, and technology proposal reports for management and senior leadership.
Other Duties
  • Perform additional tasks as assigned.
Required Skills & Experience
Minimum Requirements
  • 8 years: Ability to analyze and resolve complex issues.
  • 8 years: Supporting and training end users.
  • 8 years: Hands-on experience with CI/CD models.
  • Experience managing large software development projects.
  • Experience with Scrum/Agile for enterprise applications.
  • Experience overseeing multi-function technical teams.
  • Knowledge of SDLC/PMLC.
Preferred
  • 3 years: Large development projects using Agile.
  • Hands-on experience with monitoring/APM tools like Splunk or Dynatrace.
Knowledge, Skills, and Abilities
  • Strong knowledge of Agile frameworks: Scrum, Kanban, XP, ATDD, TDD, CI, automated testing.
  • Ability to supervise, assign, and prioritize work.
  • Strong communication skills across business, technical, and executive levels.
  • Ability to coach Agile teams and make sound technical decisions.
  • Strong analytical, planning, problem-solving, and organizational skills.
  • Proficiency with Jira, Rally, VersionOne, MS Project, Visio, and MS Office.
  • Ability to interpret metrics such as burndown and team velocity.
  • Effective conflict resolution and team-building capabilities.
Education & Certifications
  • Bachelor’s degree in Computer Science, CIS, MIS, or related field preferred.
  • PMI-ACP preferred.
  • PMP preferred.
