Duties and Responsibilities
  • Leads the IT program within the RMV with the guidance and prioritization from RMV business management and MassDOT IT management.
  • Works with senior program managers and program staff to determine program needs and standards and to devise efficient methods of accomplishing work, recommend changes and/or to integrate functions thereby providing more proficient and efficient operations.
  • Facilitates the RMV Program via the tracking and exchange of information; leads & coordinates weekly, monthly, and quarterly meetings of stake holders and manages the dissemination of information; prepares articles, briefings, illustrations, and presentation materials explaining program activities, goals, objectives, and initiatives.
  • Provides guidance and assistance on delegated tasks, ensures team assignments are on schedule to meet targets.
  • Manage, monitor and escalate ATLAS enhancement, project and support requests (SQRs)
  • Communicate with external and internal stakeholders on RMV projects, to ensure transparency, and to provide information that is accurate and meaningful.
  • Reviews and analyzes data, testing and validation exercises concerning the RMV program, project, and activities to determine progress and effectiveness, to make recommendations for changes in project timelines, guidelines, goals etc. and to devise methods of accomplishing program objectives.
  • Conduct comparative research and data analysis to measure and improve performance of development, operations, and maintenance programs, review existing policies and procedures, develop findings, and draft new or revised Standard Operating Procedures.
  • Provides support in making recommendations to improve operations and developing presentations which will impact policy decisions making.
  • Supervise, coordinate, and monitor activities of project support staff. This includes business analysts, QA resources, training groups, technical writers, developers and architects.
  • Assign work accordingly to ensure operational goals are met.
  • Determine and track performance goals for RMV strategic and operational projects.
  • Prepare Fiscal Budget recommendations and cost estimates for all RMV Strategic Initiatives.
  • Provide requirements for new dashboards for proactive reporting.

JOB DESCRIPTION

MassDOT is looking for an RMV Program Manager (PM) who will report directly to the Senior Director of Applications. The Program Manager will oversee activities relating to the development, deployment, maintenance and support of the systems and applications that support the Registry of Motor Vehicles (RMV) business. The Program Manager will work with the business executives and application teams supporting the operational needs of the RMV. These team members include business architects, solutions architects, business analysts, developers, quality control, training, technical writers, and numerous support groups.

The Program Manager is responsible for the Registry of Motor Vehicles program through its life cycle of procurement, development, deployment, operations & maintenance as well as future enhancements. The incumbent of this position will oversee the business analysts, work with other project managers, engage internal & external stakeholders, build consensus, document, and plan for upcoming operational, project and program challenges.

The Program Manager will be the agency's subject matter expert and primary point of contact for the RMV Operational and Strategic IT Initiatives. In this role you will prepare project plans, designs, specifications, and cost estimates for the RMV initiatives. You will prepare and review reports from vendors and application dashboards to review analytical data for cost benefit calculations and priorities. The Program Manager will work with MassDOT subject matter experts from multiple fields in the review, management and achievement of all project goals and timelines. The PM will assure that stakeholders are represented throughout the project process as well as brief senior leadership on project milestones, challenges, and decision points.
