Job Description:
the Lead WIC Business Analyst (BA) provides day-to-day direction to assigned staff and works closely with both technical and non-technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation. Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non-technical subject matter experts to deliver project objectives. The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements. This position works under limited supervision with considerable latitude for initiative and independent judgment.
Required/Preferred skills
10 years Business analysis experience, including requirements elicitation and documentation |
Knowledge of Project Management Framework |
Knowledge of large-scale IT operations and information technology industry trends. |
Skill in defining all types of requirements, functional specifications, and other deliverables. |
Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel |
Ability to create clear, complete, and actionable requirements documentation. |
Ability to ensure accuracy in documenting system functionality and regulatory requirements. |

Minimum 5 years of experience working with government regulations or compliance frameworks. |
Minimum 5 years of experience in project management |

Skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements |
Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. |
Experience with gathering management information system requirements at a large organization |
Experience creating solicitation or contract requirements |
Preferred PMI-PBA or IIBA CBAP |
