Job Description:

  • We are seeking an experienced Business Analyst to join our team and take ownership of the elicitation, elaboration, analysis, and validation of business requirements and data needs for complex digital solutions.
  • This role involves working with both business stakeholders and technical teams to deliver high-quality, user-centric designs, ensuring compliance with relevant public sector policies and standards.

Key Responsibilities:

Business Analysis & Requirements Elicitation:

  • Lead and conduct business analysis at varying levels of detail, ensuring requirements are gathered and refined through workshops and direct communication with stakeholders.
  • Develop user stories, functional/non-functional requirements, business rules, business process models, data requirements/models, and system use cases.
  • Conduct comprehensive user research to assess current business problems and opportunities, documenting findings to guide solution design.
  • Facilitate Joint Application XXgn (JAD) and Joint Requirements Planning sessions.
  • Analyze and map processes/data for current state and future state, leading the design of solution improvements

Collaboration And Communication:

  • CollaboXX with product owners, developers, quality assurance teams, and other stakeholders to define business requirements and ensure alignment with technical capabilities.
  • Regularly report progress on deliverables at stand-ups and other team meetings, proactively raising risks/issues and proposing mitigation stXXgies.
  • Lead stakeholder consultations to assess business needs and priorities, and translate those into actionable solution requirements.
  • Facilitate product demonstrations and walkthroughs at the end of each sprint cycle

Solution XXgn And Documentation:

  • Support the development of solution designs, ensuring alignment with business needs and technical feasibility.
  • Document technical design documents, functional specifications, test strategies, and any other relevant artifacts.
  • Assist in the creation of prototypes and wireframes, ensuring the delivery of user-friendly, accessible digital solutions.
  • Maintain comprehensive business and system documentation, ensuring requirements are traceable and properly validated.

Public Sector Knowledge And Compliance:

  • Work in accordance with policies and procedures of the government and apply public sector experience to solve complex problems.

Required Skills & Qualifications:

Business Analysis Expertise (40%):

  • Extensive experience in business analysis, including requirements gathering, creating user stories, functional specifications, and business process models.
  • Expertise in writing detailed user stories, creating business cases, and facilitating requirements sessions (JAD/Sprint).
  • Strong experience with agile/iterative delivery teams, backlog management, sprint planning, and product demonstrations.
  • Proven ability to conduct feasibility analysis and provide project work estimates.
  • Experience in documenting functional and non-functional requirements, data models, and system use cases.

Technical Skills (30%):

  • Experience in the implementation of business solutions using Commercial off the Candidatelf (COTS) solutions such as Oracle Siebel-based systems.
  • Proficiency with backlog management tools such as JIRA, Azure DevOps, or Pivotal Tracker.
  • Experience with prototyping tools (e.g., Balsamiq, InVision) and business process mapping tools (e.g., Visio).
  • Knowledge of cloud-based platforms, particularly Microsoft Azure

Soft Skills (25%):

  • Strong leadership, communication, and negotiation skills with the ability to liaise effectively with cross-functional teams, stakeholders, and vendors.
  • Excellent facilitation, presentation, time-management, and problem-solving abilities.
  • Ability to build strong relationships, influence stakeholders, and drive consensus across teams.
  • Experience in managing client expectations, conducting stakeholder consultations, and facilitating effective decision-making.

Public Sector Knowledge (5%):

  • Knowledge of Public Sector I&IT solutions architecture, quality assurance standards, and project delivery methodologies.
  • Experience working with public sector applications, databases, and systems, including healthcare solutions such as Long-Term Care, EMRs, and HISs.

Specific Deliverables Expected:

  • Product vision and roadmap, defining strategic plans and user needs.
  • Business process models, wireframes, prototypes, and user journeys.
  • Functional and non-functional requirements documentation, including system use cases and technical design specifications.
  • Test plans, test cases, and support for user acceptance testing (UAT).
  • Product performance metrics and KPIs, including risk mitigation strategies and project status updates.
