Position Overview:
The Ohio Department of Transportation s Office of Data Governance is seeking a dedicated Program Manager to oversee and guide strategic projects related to Data Governance, Geographic Information Systems (GIS), and Transportation Asset Management. This role demands a hands-on leader with deep project management expertise, excellent stakeholder communication, and the ability to deliver results in a dynamic public-sector environment.
Key Responsibilities:
Lead cross-functional teams, ensuring adherence to PMO-established methodologies, tools, and processes.
Develop and manage comprehensive project plans that align with organizational goals.
Facilitate communication among stakeholders, project teams, and executive leadership to ensure alignment and transparency.
Identify and mitigate project risks, manage changes, and resolve issues as they arise.
Oversee schedules, budgets, and resource allocations to ensure timely and cost-effective delivery.
Resolve team and stakeholder conflicts, ensuring continued progress and collaboration.
Conduct program evaluations to verify deliverables meet quality expectations and obtain formal stakeholder approval.
Ensure compliance with organizational procedures, performance metrics, and quality standards throughout the project lifecycle.
Maintain detailed documentation of project progress, milestones, and potential risks.
Lead regular project status meetings and generate clear, actionable status reports.
Coordinate resource planning and training initiatives to support program success.
Build strong relationships with agency partners and vendors, and manage their engagement throughout the project.
Present project proposals, analyze metrics, and implement process improvements as needed.
Technical & Professional Skills:
Proven track record as a Project or Program Manager, leading full project lifecycle efforts from initiation to delivery.
Ability to adjust schedules and scope based on evolving project needs.
Strong proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, Project, and Visio.
Familiarity with GIS technologies, asset management systems, and data governance frameworks.
Experience with public-sector or government entities is highly desirable.
Vendor management experience is required.
Strong interpersonal skills with a focus on collaboration, relationship-building, and conflict resolution.
Excellent verbal and written communication abilities.
Comfortable working in a collaborative, team-oriented environment.
Minimum Qualifications:
8+ years of experience managing complex projects or programs
4+ years of experience managing end-to-end project implementations
3+ years of hands-on experience with Microsoft Project, Visio, and related tools
Preferred Qualifications:
Active PMP (Project Management Professional) Certification
Experience working with GIS systems, transportation asset management, or data governance initiatives
