Job Description

ECS is seeking a Lead, Testing and Training - Core HCM Platform Implementation to work remotely .

The Lead for Testing and Training will oversee the end-to-end testing and training strategy for the agency's yet to be acquired Human Capital Management (HCM) Platform implementation. This position ensures that all testing phases are completed with high quality and that end users are fully prepared to operate effectively in the new Workday environment. The ideal candidate has deep experience with Workday implementations, strong leadership skills, and a background in federal government systems modernization projects.

Key Responsibilities

Testing Leadership
  • Develop and execute the comprehensive HCM Platform testing strategy, including unit, integration, user acceptance (UAT), and regression testing.
  • Coordinate test planning, design, and execution with functional and technical teams.
  • Manage test data creation, issue tracking, and defect resolution processes.
  • Partner with system integrators, business owners, and developers to validate functionality against business requirements.
  • Maintain testing documentation to meet federal compliance and audit standards.
Training Leadership
  • Develop and oversee the HCM Platform training strategy, curriculum, and delivery plan for all user groups.
  • Design and manage the creation of role-based training materials, job aids, and reference guides.
  • Lead train-the-trainer sessions and coordinate training logistics across business units.
  • Ensure all training content aligns with federal accessibility and usability standards.
  • Measure training effectiveness and user readiness through surveys, feedback sessions, and performance assessments.
Program Management
  • Serve as the primary liaison for testing and training between project management, functional teams, and agency leadership.
  • Track and report progress, risks, and issues to the PMO and stakeholders.
  • Contribute to change management, communications, and deployment readiness activities.
  • Ensure compliance with federal IT governance, security, and documentation standards.

Salary Range: $140,000 - $180,000

General Description of Benefits

Required Skills

  • Bachelor's degree or equivalent in Information Systems, Human Resources, Business Administration, or a related field.
  • 7+ years of experience in ERP or cloud HCM implementations, with at least 3 years in Workday.
  • Proven leadership in managing testing and/or training workstreams on large-scale federal or public sector projects.
  • Strong understanding of testing methodologies, defect management tools (e.g., JIRA, ALM), and training development best practices.
  • Excellent communication, stakeholder management, and analytical skills.


Desired Skills

  • HCM Platform certification(s) in relevant modules (e.g., HCM, Payroll, Financials).
  • Experience with federal HR, finance, or acquisition systems.
  • Familiarity with federal project management frameworks (e.g., PMBOK, Agile, or SAFe ).
  • Experience developing training materials using tools such as Articulate, Captivate, or WalkMe .
  • Assist with and support business development activities and operations .
