- The Contracts Subject Matter Expert / Procurement Lead serves as a key resource for all contracting matters, providing strategic direction and guidance.
- This role acts as the single point of contact for procurement from project initiation through completion, manages complex contracts and change orders, facilitates vendor performance discussions, and leads cross-functional projects and process improvements.
- The position also involves training stakeholders, providing QA/QC oversight, and developing contract audit plans.
- Act as subject matter expert on contracting matters, providing guidance and strategic recommendations.
- Serve as a single point of contact for procurement from project initiation through completion and develop project procurement plans.
- Follow the seven-step sourcing process and support development of project procurement workflows.
- Manage complex contracts and change order terms, including interpretation of contract clauses and risk mitigation.
- Develop complex scorecards to assess contract performance and independently facilitate vendor performance discussions.
- Negotiate major dispute settlements with internal stakeholders and vendors.
- Create innovative approaches, tools, and tactics to solve complex problems.
- Lead cross-functional projects or process improvement initiatives.
- Train stakeholders on policies and complex contract issues.
- Provide quality assurance (QA) and quality control (QC) oversight for contract performance teams.
- Develop contract audit plans.
- Bachelor s degree (BA/BS) or equivalent experience.
- 7+ years of experience managing contracts for major heavy civil, pipeline, or industrial construction projects.
- Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and contract management systems (e.g., SRM, Ariba, SAP, scheduling software).
- Strong leadership, organizational, and interpersonal skills.
- Ability to manage conflict constructively with win-win resolution.
- Results-oriented with a balance between quality and quantity.
- Knowledge of federal, state, regulatory, and local laws and regulations relevant to utility operations (gas or electric).
- Master s degree in Construction Management or related discipline.
- Experience developing complex contracting strategies (EPC/CMAR/PDB/DB/GMP).
- Certifications such as Project Management Professional (PMP), Program Management Professional (PgMP), Certified Cost Engineer (CCE), or Lean Six Sigma (Yellow Belt).
- Experience in construction project controls, cost estimating, and scheduling.
- Subject matter expertise in composition, management, administration, and negotiation of engineering and construction contracts and change orders.
- Forward-thinking with the ability to anticipate future consequences accurately.
