Job Details

Project Goals and Objectives:

The Program will provide a complete solution to build a future workers' compensation system to integrate technology and business procedures so that DWC staff can achieve operational excellence and focus their time on the needs of the injured workers.

General Requirements:

  • All services must be provided in the United States. Offshore services shall not be used.

  • Security & NAity: All materials must be treated as confidential and comply with ITSD security policies.

  • The SOW Vendor must provide resumes for all resource(s) assigned. Resources are subject to State review and approval.

Vendor Minimum Experience Requirements:

  • 5+ years experience with workers' compensation data and processes.

  • Experience with Missouri Workers' Compensation system preferred.

Vendor Resource(s) Experience Requirements:

  • Minimum 5+ years experience with:

    • Data Modernization projects implementing Master Data and Data Governance within State government.

    • Data architecture including:

      • Oversight of Data Migration efforts

      • Defining and standardizing centralized databases

      • Analyzing and transforming data for new environments

      • Reviewing migration tools and performance

      • Providing documentation and migrating data

      • Data warehousing on large complex projects

  • Experience with:

    • DOLIR AICS application (preferred)

    • Missouri Workers' Compensation system (preferred)

Performance Requirements:

  • Weekly task reporting using ITSD Project Status Report template.

  • Submit reports every Monday detailing:

    • Tasks worked on

    • Summary of work

    • Requester

    • Task status

  • Technical Responsibilities include:

    • Manage data warehouse processes: design, load, validation, exception reporting

    • Develop complex SQL queries for reporting, ETL, and maintenance

    • Code ETL processes and data delivery integrations

    • Create/test transformation logic and QA filters

    • Monitor and update database performance baselines

    • Perform data modeling (Visio, DataIO)

    • Analyze existing AS/400 AICS data and translate into new DWC Work Comp Connect system

  • Master Data Responsibilities:

    • Coordinate master data across the Division

    • Data cleansing, standardization, identifying orphans/bad data

    • Maintain master data list and database standards

    • Develop/maintain data dictionaries and documentation

    • Manage DB lifecycle and forecast infrastructure needs

    • Schedule automated reports

    • Serve as SME on data ETL and integration

Technical Environment Requirements:

  • AWS Cloud

  • PostgreSQL

  • SQL Server

  • Amazon Aurora

  • Dynamo DB

  • Issue tracking: Microsoft ADO or JIRA

  • Documentation stored in State content management system
