Job Description:

  • Job Overview:
    Utility Engineer (EIT) will assist Utility Manger (UM) with all work related to utilities for major Design and Build Highways, ranging from $250 million to billions in infrastructure value. The Deputy Utility Manager will coordinate with a team(s) of design consultants, utility owners, construction team, and other design disciplines to evaluate conflicts, assist in developing utility relocation concepts and plans, and coordinate adjustments of all utilities impacted by the Project. Utility Engineer (EIT) activities will include assisting in developing utility design, conflict evaluation, cost evaluation, coordination with owners, Utility investigation, assist in developing Utility budgets, assist in developing Utility Agreements, evaluate and develop utility relocation plans, and construction proposal requests.

    Responsibilities and Duties:
  • Attend utility meetings with construction and contracting staff and Utility Owners, to coordinate various utility issues, including but not limited to agreements, designs, conflicts, meeting minutes, and agendas.
  • Assist managing Utility Owner reimbursable cost and construction costs spreadsheet for utility relocations.
  • Assist in developing preliminary and draft schedule(s) for utility coordination, utility design(s), and utility construction.
  • Evaluate utility constructability, contract compliance, conflicts with other elements, evaluate conflict avoidance.
  • Evaluate utility traffic controls needs and conflicts with all traffic control needs and plans.
  • Identify project risk as it relates to project utility work and project schedule.
  • Identifying utilities and implementing strategies to resolve the maximum number of conflicts that may arise. Understanding the project and familiarizing oneself with the state's laws and regulations regarding utilities.
  • Review existing utilities inventory and prepare, maintaining, and updating the Utility Owner contact and representative matrix.
  • Identify existing and new utilities on the project not listed in the SUE provided information. Determine the need and plan to perform additional SUE investigation
  • Ensure that utility conflicts are resolved as mutually agreed upon by all parties while minimizing conflict with construction activities and the Project Schedule.
  • Establish, coordinate, and update the schedules for utility design and utility construction sequences of utility work.
  • Produce written reports, maps and other utility files of proposed utility adjustments and conflicts.
  • Ensure compliance with contract documents, State and local standards, and other project requirements.
  • Review property interest documentation from each Utility Owner and affected property owners, as needed, maintain a property matrix, and establish costs associated with relinquishment and acquisition.
  • Identify needs of easement acquisition during the tender phase, if required.
  • Develop detailed bills of quantities for all identified utility relocation plans and traffic control plans with estimation of associated cost and schedule
  • Assist UM in developing schedules for Utility Design and Utility relocations in coordination with the project construction team(s).
  • Other duties as assigned
  • Qualifications:
    The UM must have graduated from an accredited college or university with at least a Bachelor of Science degree in Civil Engineering or a related field
  • Relevant experience in Utility Coordination on large Highway Design-Build projects.
  • Must have the ability to work in a multidisciplinary environment, collaborating with highly qualified professionals from various disciplines, and should be a problem solving oriented individual.
  • Experience with Microsoft Projects and/or Oracle Primavera P6 scheduling software.
  • Effective in communicating detailed information and technical explanations
  • Strong organizational and verbal skills
  • Ability to relocate once a project is awarded.
