Objective
FDACS seeks to engage a qualified vendor to provide a full-time Application Development Analyst to support the development, maintenance, integration, and enhancement of the Department s Oracle-based financial applications. These systems support key operations including integrations with Florida PALM and the Florida Accounting Information Resource (FLAIR).
The selected candidate will supplement OATS staff, ensuring the Department maintains secure, scalable, and compliant financial systems aligned with State of Florida requirements.
Minimum Education Requirements
Candidate must meet at least one of the following:
Bachelor s or Master s degree in Computer Science, Information Systems, or a related field; or
Equivalent work experience
Preferred: Oracle certifications such as:
Oracle PL/SQL Developer Certified Associate
Oracle APEX Developer
Oracle Middleware certifications
Scope of Work
The Contractor will provide an experienced Application Development Analyst to perform the following:
Application Development & Maintenance
Design, develop, test, and deploy Oracle-based financial applications
Develop and maintain applications using Oracle Forms, Oracle APEX, and PL/SQL
Create PL/SQL scripts, packages, stored procedures, and triggers
Support application performance, scalability, and security
Ensure solutions adhere to State of Florida accounting practices and PCI standards
Systems Integration
Support integration with Florida PALM and FLAIR systems
Design, develop, and maintain data integration and transformation processes
Work with internal and external systems (databases, APIs, partner platforms, cloud services)
ETL & Data Processing
Perform ETL operations across various systems
Define mapping, transformation logic, and validation rules
Implement data quality checks and error-handling mechanisms
Support scheduled and on-demand ETL workflows
Oracle Fusion Middleware
Configure and manage WebLogic Server, Oracle HTTP Server, and related components
Support secure and scalable middleware environments
Documentation & Support
Provide technical support for production, enhancements, and issue resolution
Develop SOPs, technical documentation, and project artifacts
Attend project meetings and provide regular status updates
Submit weekly reports and timesheets
Mentor and train OATS and FDACS staff
Security Requirements
Candidate must:
Pass a Level 2 background check (Department funded)
Sign confidentiality and data use agreements
Complete ethics and security awareness training
Obtain CJIS Certification
Minimum Qualifications
5+ years experience with Oracle Forms, Oracle APEX, and PL/SQL application development
Strong Oracle Database development and performance tuning skills
Experience deploying and supporting Oracle Fusion Middleware components
Experience integrating applications with enterprise systems (PALM, FLAIR preferred)
Understanding of State of Florida accounting processes (technical perspective)
Demonstrated experience ensuring PCI compliance
Strong written and verbal communication skills
Preferred Qualifications
Experience with Florida PALM or FLAIR
Experience with Oracle REST Data Services (ORDS)
Familiarity with Agile methodologies
Experience with version control and CI/CD pipelines
Knowledge of application and data security best practices
Experience working in government or public sector environments
