Scope of Work/Job Characteristics



The Senior Project Manager will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:



Lead organizational change initiatives, ensuring alignment with project goals and stakeholder expectations;



Develop and execute change management strategies, plans, and activities;



Facilitate change readiness assessments, stakeholder engagement, and communication plans;



Manage resistance and build commitment to change through engagement and training strategies;



Develop and manage resource-loaded and leveled projects;



Maintain project metrics and performance metrics by established Department standards;



Provide hands-on leadership for complex projects, ensuring on-time and on-budget delivery;



Serve as a liaison with users and stakeholders to ensure smooth project execution;



Provide progress reports and presentations to internal and external stakeholders and executive leadership;



Manage and coordinate multi-project teams and initiatives to meet overall objectives;



Build collaborative relationships with stakeholders to ensure alignment and effective communication;



Facilitate joint application development (JAD) sessions and gather business requirements;



Provide effective communication to manage stakeholder expectations;



Maintain all project artifacts by Project Management Office (PMO) standards;



Ensure compliance with Rule 60GG-1, Florida Administrative Code (F.A.C.);



Document As-Is and To-Be processes as part of business analysis and process improvement initiatives;



Identify and manage risks and issues that may impact project success;



Develop risk mitigation and contingency plans;



Provide issue-tracking and resolution strategies to keep the project on track;



Manage project spending plans and allocate resources accordingly; and



Track project expenses and ensure alignment with the allocated budget.



Required Qualifications



A bachelor's degree or master's degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.

Possess a certification as a Project Management Professional (PMP );



Five (5) or more years managing successful, large-scale projects with multiple diverse teams;



Five (5) or more years of experience in change management methodologies, strategies, and implementation;



Five (5) or more years utilizing project management software (Microsoft Project, Primavera, Jira) to track and maintain projects;



Five (5) or more years of experience with project management methodologies and documentation (PMO);



Five (5) or more years of experience in risk and issue management;



Five (5) or more years of experience facilitating meetings and developing clear documentation;



Experience in creating and presenting status reports to internal and external stakeholders;



Ability to manage and coordinate project teams, lead complex projects, and meet objectives;



Demonstrated leadership and negotiation skills; and



Strong communication skills, both written and oral, to engage stakeholders at all levels.



NOTE: In addition to the above list, the selected Candidates must successfully complete a Level II Background Check.



Preferred Qualifications



The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:



Change Management Certification (e.g., Prosci) is highly preferred;



Certification in Agile or Scrum-based Project Management;



IT Infrastructure Library (ITIL) Service Management Foundations certification;



Experience managing projects with a large, distributed user base;



Experience managing state government projects and knowledge of Rule 60GG-1, F.A.C;



Experience managing vendor projects and working with technical programming teams;



Ability to take initiative to solve complex problems;



Knowledge of IT standards in a criminal justice environment;



Skills in negotiation, mediation, facilitation, and team building;



Team player attitude with a high-energy level and diligent work ethic; and



Proficiency with ServiceNow, Smartsheet, and DocuSign.
