Note: Preference is for onsite resource, but open to hybrid arrangement.
Job Description:
  • This position requires recent experience leading an enterprise software implementation for local government land permitting, plan review, inspection, and code enforcement. Ideal candidate will have at least five years of experience with one or more commercial Community Development and Regulation software packages.
  • Active PMP preferred.
  • If you have prior VA state agency experience as a Project Lead or PM, please make sure you upload a completed reference from that agency manager under the Reference Tab in Vector. Having this will be a big plus for your candidate.
ABOUT THE ROLE
Knowledge and Skills
  • Experience implementing and maintaining a local government Community Development and Regulation system using the Cityworks Online PLL or Trimble Unity Permit software platforms.
  • Mastery of project management methodology and experienceor familiarity with major, defined program management approaches (PMI, Agile,Six Sigma).
  • Significant knowledge of project planning/scheduling tools (for example, Microsoft Project), with a solid track record of practical application.
  • Exceptional verbal and written communication skills; expertise in setting and managing customer expectations.
  • Effective influencing and negotiating skills in an environment in which this role may not directly control resources.
  • Strong knowledge and understanding of local government processes related to land permitting, plan review, inspection, and code enforcement.
  • Ability to large multi-department project team to match CDR software to business requirements, including leadership in research on current and emerging technology options.
Required Experience
  • Seven or more years of progressively responsible IT experience.
  • Five years of successfully managing Community Development and Regulation projects.
  • Five or more years of experience with Planning and Community Development business problem solving.
  • Experience in leading diverse teams.
  • Experience and ability in using soft skills and people skills .
  • Experience with implementation of software systems and platforms.
  • Experience meeting with stakeholders and clients and gathering the project's requirements, goals, and scope.
Experience with these supporting processes:
  • Knowledge of the System Development Lifecycle
  • Workflow and prioritization of assignments.
  • Integration with calendaring and email for work management.
  • Correspondence management.
  • Document management including storage, retrieval, and version control.
