Trigyn's direct government client based out of Waterbury, Vermont has a long-term contract assignment (24 Months + extendable by another 24 Months) for Strategic Business & Planning Advisor/Project Manager ? Data Governance SME (REMOTE).
Description:
The Strategic Business & Planning Advisor ? Data Governance Subject Matter Expert (DG SME) will lead the design, implementation, and transition of a comprehensive data governance framework for the Integrated Eligibility & Enrollment (IE&E) Program and the Integrated Eligibility System (IES) Project. This framework is defined and owned by the client and is structured around four core workstreams that reflect the strategic approach to data governance readiness, execution, and sustainability.
This role is critical to ensuring that governance structures, policies, and practices are in place to support IE&E modernization goals and vendor coordination. The DG SME will serve as the State?s primary liaison for all data governance activities related to IES and will work closely with internal stakeholders to ensure continuity, compliance, and long-term operational readiness.
The DG SME will also assess opportunities to reuse artifacts and apply lessons learned from prior data governance efforts across the State, including initiatives within the enterprise (IE&E, Medicaid Management Information Systems (MMIS), Health Information Exchange (HIE), and other relevant programs. While the State has defined the structure and expectations for this work, the DG SME is expected to apply their subject matter expertise to refine, sequence, and adjust activities as needed to meet program goals.
IE&E Data Governance Framework & Responsibilities:
The State has adopted a structured four-workstream approach to guide the development and implementation of its data governance framework. This approach reflects the State?s current understanding of program needs and provides a clear foundation for execution. DG SME responsibilities include, but are not limited to:
Workstream 1: Program Planning & Preparation
? Identify key stakeholders and secure executive sponsorship
? Align IE&E data governance strategy with broader modernization goals, procurement timelines, and IES integration milestones.
? Develop and approve the IE&E Data Governance Charter
? Define the Data Governance Council (DGC) structure, roles, and decision-making protocols
? Establish meeting cadence, voting rules, and integration points with existing governance bodies
Workstream 2: Framework Development
? Facilitate stakeholder sessions to define the governance framework and its focus areas ? Data Quality, Data Protection, Data Sharing and Data Management.
? Draft the Data Governance Plan, including policies, standards, and stewardship models
? Identify and assess existing governance artifacts for reuse (e.g., data dictionaries, source-to-target maps) to avoid duplication of efforts.
? Define roles and responsibilities for data stewards, SMEs, and governance participants
? Initiate data discovery and inventory activities for IE&E-specific data domains.
Workstream 3: Deployment & Implementation
? Launch tactical workgroups (e.g., Business Rules, Data Management, Interfaces, Quality & Performance) and facilitate cross-agency collaboration to ensure consistent data practices across other departments.
? Operationalize the Dand formalize policy approval workflows
? Establish a centralized repository for governance artifacts
? Define and begin tracking Key Performance Indicators (KPIs) and compliance metrics
Workstream 4: Transition & Sustainability
? Develop and execute a transition plan to shift governance operations to State-led teams
? Provide training, documentation, and mentoring to ensure long-term sustainability
? Support the integration of governance practices into ongoing program operations
Vendor Coordination
? Serve as the primary point of contact for IES vendor engagement on data governance matters.
? Ensure vendor deliverables align with governance standards and support integration of governance artifacts into system design and development.
Oversight & Assessment
? Monitor governance activities to ensure alignment with federal agencies, Centers for Medicare and Medicaid Services (CMS), Food and Nutrition Service (FNS), Medicaid Information Technology Architecture (MITA), and State regulations.
? Assess reuse opportunities from other initiatives; identify risks and recommend mitigation strategies.
? Submit regular monitoring reports and participate in Independent Validation and Verification (IV&V) reviews as needed.
Project Management Expectations
To ensure autonomous execution, the DG SME is expected to:
? Develop and maintain a detailed work plan for all four workstreams.
? Track deliverables, dependencies, and risks using standard project management tools.
? Facilitate regular status meetings with IE&E leadership and stakeholders.
? Manage timelines, scope, and resource coordination across State and vendor teams.
? Prepare executive-level updates and decision support materials for the IE&E Steering Committee.
? Preferred qualifications include Project Management Professional (PMP) certification or equivalent experience managing complex, multi-agency initiatives.

? Data Governance Charter: Defines governance structure, roles, and decision-making processes.
? Data Governance Plan: Outlines framework, policies, standards, and implementation roadmap.
? Key Policies & Standards: Includes data quality, protection, sharing, and stewardship protocols.
? Governance Artifacts: Includes data dictionaries, source-to-target maps, training materials.
? KPI & Metric Reports: Tracks governance performance and compliance.
? Transition Plan: Supports handoff to State resources and long-term sustainability.
? Assessment Reports: Evaluates alignment with State and federal standards.
? Monitoring Checklists: Tools for ongoing governance oversight.
? Monthly Monitoring Reports: Summarizes progress, risks, and recommendations.
