Phone/Skype Hire. Onsite from day 1

Location: Tallahassee, FL

Duration: 12- 24+ months (High Possibility of Further Extensions)

Responsibilities

  • Conduct assessments of current technology capabilities, challenges and opportunities.
  • Assist with defining technology vision, guiding principles and enterprise objectives.
  • Draft and maintain the Department Technology Strategy and Roadmap.
  • Align strategic priorities with statutory mandates, cybersecurity requirements and agency business needs.
  • Identify opportunities for modernization, consolidation and cost savings.
  • As directed by the Department; provide Policy & Standards Support. To include the following services:
    • Develop policies, standards and guidelines required to operationalize the technology strategy.
    • Ensure policies align with Chapter 282, F.S., Florida Administrative Code and enterprise standards.
    • Manage policy lifecycle (drafting, comment resolution, finalization, approval and communication).
    • Provide CIO and Department staff with policy packets, briefing materials and communications.
  • As directed by the Department; provide Coordination & Governance. To include the following services:
    • Organize and facilitate technology strategy working groups with Division and County Health Department (CHD) Information Technology (IT) leadership.
    • Provide agendas, meeting minutes and track action items.
    • Coordinate with external stakeholders.
    • Maintain stakeholder maps, charts and issue/risk logs to ensure accountability.
  • As directed by the Department; assist the Department with Reporting & Communication. To include the following services:
    • Prepare weekly CIO status updates on strategy and policy progress.
    • Develop dashboards to track initiatives, policies, risks and milestones.
    • Create executive briefing decks and communications materials for leadership.
    • Support legislative and enterprise reporting requirements as directed.

Skills Needed

  • Demonstrated experience in developing and implementing technology strategies or enterprise policies for a large organization (preferably government or healthcare).
  • 10 years of progressively responsible experience in information technology (IT), strategy development, enterprise architecture or IT policy/governance.
  • Demonstrated experience coordinating with executive leadership and cross-functional teams to develop, review and finalize strategic or policy documents.
  • Demonstrated experience of IT governance frameworks. E.g. National Institute of Standards and Technology (NIST), Control Objectives for Information and Related Technologies (COBIT), Information Technology Infrastructure Library (ITIL) or The Open Group Architecture Framework (TOGAF).
  • Demonstrated experience with Florida Information Technology statutes and administrative codes.
  • Demonstrated experience writing executive-level documents, strategies and policies.
  • Demonstrated experience with facilitating and coordinating across diverse teams and stakeholder groups.
  • Demonstrated experience with Microsoft 365 (Word, PowerPoint, Excel, Teams, SharePoint) and collaboration tools (e.g. Smartsheet, Confluence or similar).
  • Demonstrated experience handling sensitive or confidential information.
