Job Title: IT Healthcare Consultant Project Manager
Location: Columbia, SC (Hybrid 3 days onsite, 2 days remote)

Project Overview:

A high-impact, multi-year IT modernization initiative is underway to replace an outdated Medicaid Eligibility Determination System with a scalable, enterprise-grade application. The selected system utilizes IBM Cram's social program management platform, offering a commercial off-the-shelf solution tailored through a collaborative state-vendor approach. The platform supports a multi-tier architecture and demands close integration with various stakeholders and technical teams.

Daily Duties / Responsibilities:

The Senior Cram Operations Consultant will:

  • Serve as an on-site technical expert supporting the Member Management Replacement Project (MMRP).

  • Provide guidance to internal teams and vendors regarding Operations and Maintenance of IBM Cram software.

  • Collaborate with business analysts, subject matter experts, system integrators, and vendors to ensure alignment on requirements, design, and deliverables.

Key Responsibilities:

  • Advise on technical best practices for utilizing IBM Cram to meet business objectives.

  • Evaluate and approve technical approaches/solutions; communicate risks and propose alternatives.

  • Conduct demos and proofs of concept using IBM Cram to validate feasibility.

  • Perform data mapping and gap analysis to assess how Cram meets requirements.

  • Ensure successful transition from implementation (DDI) to Operations; support knowledge transfer.

  • Resolve framework-related development issues with IBM Cram.

  • Manage collaboration between vendors, integrators, and legacy system teams.

  • Participate in documentation of business and technical requirements.

  • Coordinate with QA, testing, and production teams to ensure quality deliverables.

  • Report project status and risks to leadership.

  • Translate complex technical concepts for both technical and business audiences.

  • Analyze IBM Cram product releases for operational impacts.

  • Perform additional duties as required.

Required Skills:

  • Minimum 3 years technical experience with IBM Cram framework (including HCR and CGIS).

  • Proven ability to troubleshoot IBM Cram OOTB and custom code.

  • Strong written and verbal communication skills.

  • Ability to clearly communicate complex ideas to varied audiences.

  • Strong analytical and problem-solving skills.

  • Demonstrated collaboration and teamwork in professional settings.

Preferred Skills:

  • Vendor management experience.

  • Cram Certification.

  • Experience in Agile, Scrum, Waterfall methodologies.

  • Understanding of healthcare insurance principles and operations.

  • Experience in Medicaid operations.

  • Background in public sector or academic institutions.

  • Familiarity with Medicaid Management Information Systems (MMIS).

Education Requirements:

  • Bachelor s degree in Computer Science, Engineering, or a related technical field.
