ECS is seeking a Human Resource IT Solutions Lead to work remotely .
ECS is seeking an experienced Senior Federal HR Analyst to be responsible for the technical design, integration, and implementation of a Human Capital Management (HCM) Platform . The ideal candidate will play a pivotal role in aligning business objectives with the system architecture, ensuring seamless integration with enterprise applications, and supporting transformation initiatives across HR functions such as Core HR, Payroll, Talent Management, Learning, and Time & Attendance.

ECS is seeking an experienced Senior Federal HR Analyst to be responsible for the technical design, integration, and implementation of a Human Capital Management (HCM) Platform . The ideal candidate will play a pivotal role in aligning business objectives with the system architecture, ensuring seamless integration with enterprise applications, and supporting transformation initiatives across HR functions such as Core HR, Payroll, Talent Management, Learning, and Time & Attendance.
Key Responsibilities:
- Architecture & Design
- Lead the end-to-end solution architecture for the HCM implementation (e.g., Workday, Oracle HCM, SAP SuccessFactors, UKG).
- Translate HR business requirements into scalable, secure, and integrated technical solutions.
- Design system workflows, data models, APIs, and integrations with other enterprise systems (ERP, Finance, Time Tracking, etc.).
- Implementation Oversight
- Work closely with implementation partners, vendors, and internal IT teams to ensure adherence to architectural principles.
- Validate system configurations, customizations, and enhancements.
- Ensure proper data migration and system testing strategies are in place.
- Stakeholder Collaboration
- Collaborate with HR, IT, Payroll, and Finance stakeholders to align system functionality with business processes.
- Facilitate workshops and design sessions to gather requirements and present solution options.
- Integration & Data
- Define integration architecture, including real-time and batch interfaces.
- Ensure data integrity, security, and compliance with relevant regulations (e.g., GDPR, HIPAA).
- Oversee ETL processes, master data management, and data governance.
- Governance & Risk Management
- Develop architectural standards and governance models for the HCM platform.
- Identify technical risks and develop mitigation strategies throughout the project lifecycle.
- Change Management & Support
- Support transition to operational teams including training, documentation, and knowledge transfer.
- Provide post-go-live technical guidance and continuous improvement strategies.
Salary Range: $180,000 - $210,000

Required Skills
- Bachelor's degree or equivalent in computer science , Information Systems, HR Technology, or a related field.
- 8-10+ years of experience in IT architecture with at least 3 years in HCM system implementations.
- Proven experience implementing cloud-based HCM platforms such as:
- Workday, SAP SuccessFactors, Oracle HCM Cloud, Ceridian Dayforce, or UKG.
- Strong understanding of HR business processes and domains: Core HR, Payroll, Recruiting, Performance, Compensation, Learning.
- Experience with integration platforms and middleware (e.g., Dell Boomi, MuleSoft, Azure Logic Apps).
- Hands-on experience with API development, REST/SOAP web services, and data transformation. ( Recommend Sr. Data Migration Analyst assume this duty )
- Deep knowledge of security, compliance, and identity management practices.
- Strong problem-solving and critical thinking skills .
- Excellent communication and stakeholder management abilities.
- Comfortable working in cross-functional, enterprise-wide project teams.
- Adaptability to evolving business and technical requirements.
- Must promote , support and participate in business development activities a nd operations.
Desired Skills
- Certifications in HCM platforms (e.g., Workday Certified Architect, Oracle Cloud Certification whichever platform is acquired ).
- Experience with Agile and/or hybrid project methodologies.
- Understanding of change management principles (e.g., Prosci ).
- Familiarity with reporting/analytics tools (e.g., Power BI, Tableau, HCM-native analytics).
