Job Description

ECS is seeking a Mid-Level Data Scientist to work in our Springfield, VA office.

NOTE: This position is contingent upon Prime Contractor and Government Customer acceptance, validation of appropriate clearances, and approval by a cognizant Government Contracting Officer (CO). Following customer indoctrination, the selected candidate will be submitted for, and must pass, a Counterintelligence (CI) Polygraph. This position is also contingent upon candidate submission of a signed Letter of Intent (LoI) and completion of a Personnel Security Questionnaire (PSQ).

The selected candidate must have a basic understanding of GEOINT integration (i.e., collection, exploitation, analysis, and product delivery capabilities), as well as act as an AI/Automation/Augmentation Analyst (AAA) Analyst focused on automation.

The Foundation GEOINT (FG) NOX (SFP) manages customer mission requirements. The FG NOX (SFP):
  • Reports on NGA's FG mission readiness
  • Leads SF's international engagements
  • Assumes the role of Crisis Coordinator for SF (by providing oversight of crisis response activities to ensure expeditious support to customers and mission partners)
  • Integrates FG and intelligence data in an object-based framework in support of Non-Combatant Evacuation Operations (NEO) for the NEO Community, the Department of State, and other Federal customers
Responsibilities:
  • Provide the FG NOX (SFP) with automation and augmentation support that connects databases and systems to streamline production and requirements data. Any automation and augmentation solutions created by the contractor should take into consideration any SFP modernization objectives including modernized database applications, NEO CONPLAN support, and other enterprise activities (e.g., Foundation Digital Twin, Farm to Table and Crisis Response).
  • Provide embedded GEOINT AAA expertise to assure continuity of product and service provision to the NSG.
  • Deliver service solutions that integrate best practices to modernize current practices.
  • Connect databases from various sources to collect and assemble information in order to create finished products.
  • Search and retrieve data from several NGA databases, GEO squirrel, Print on Demand (POD) website, Aeronautical website, hydrographic website, etc.
  • Assist with sanitizing classified data from listings before moving to a lower classified system.
  • Gather, store, and disseminate metrics, data, and information between in-house and enterprise system.
  • Assist in the development of a modernized data management workflow for all SFP programs through research and understanding of current SFP data management practices.
  • Coordinate utilization and sustainment of the new database management processes and workflows with database developers and analysts.
  • Ensure new workflows have the ability to be integrated seamlessly with our modernized database applications and enterprise-level APIs.
  • Automate repetitive data management tasks.
  • Participate in strategic development activities in accordance with stated NGA, Source (S), Foundation GEOINT Group (SF), and FG NOX (SFP) goals and objectives.

Required Skills

  • Active TS/SCI security clearance required to apply; must be able to pass a CounterIntelligence (CI) polygraph following customer indoctrination.
  • High School Diploma and 5+ years of relevant experience; alternatively, a Bachelors with 1 year of experience / Masters degree in a related field of study or a combination of military (5+ years), experience, training or certifications.
  • Ability to support Intelligence Community missions in operational environments.
  • Proficiency in Python for data science, automation, and analytics pipeline development.
  • Familiarization with architecting solutions for structured and unstructured datasets.
  • Hands-on experience with COTS platforms (Tableau, MATLAB, MapLarge) and GOTS capabilities for advanced statistical analysis.
  • Demonstrated experience building, maintaining, and querying complex databases.
  • Understanding of intelligence analysis workflows and how data science enables mission success.
  • Experience conducting multi-INT research and analysis to support operational requirements.
  • Ability to identify capability gaps and architect innovative technical solutions.
  • Ability to lead technical teams and mentor data scientists.
  • Exceptional communication skills-translating complex technical concepts for non-technical stakeholders.
  • Independent operator comfortable working in ambiguous, fast paced environments.


Desired Skills

  • Bachelors Degree in Data Science.
  • AI/ML development experience with production model deployment.
  • Geospatial programming expertise: Python with GeoPandas/ArcPy, ArcObjects, GIScience techniques.
  • Full-stack development capabilities: JavaScript/HTML5, .NET, C++, Java.
  • Database technologies: Oracle, SQL, PostgreSQL, geodatabases (ArcSDE).
  • GIS platform expertise: ArcGIS Desktop, ArcGIS Server, ArcGIS Enterprise.
  • Background building GEOINT, SIGINT, or OSINT databases for operational analysis.
