WMATAs Office of Track Engineering is searching for a Division Engineer responsible for analyzing and managing track condition data. The Division Engineer will work with other engineers and maintenance staff to develop data management strategies and provide solutions for maintaining a state of good repair. The ideal candidate has a strong understanding of engineering principles and experience working with big data and data management solutions.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Civil, Mechanical or Electrical Engineering

Experience
  • Two (2), years of Railroad track, geometric design engineering, or civil highway design experience.

Certification/Licensure
  • Valid Driver's License from jurisdiction of residence

Preferred
  • Engineer-in-Training or Professional Engineer Certification

SUMMARY

The Division Engineer Track provides guidance and understanding of the integrity of the WMATA rail system and makes recommendations for maintenance/repair work to track and associated guideway infrastructure. Position will also contribute to capital planning by developing condition assessments of track components. The incumbents contribute to the prioritization, understanding and urgency for maintenance/repairs to be conducted by the Track and Structures (TRST) organization. Utilizes engineering principles and judgement to review and analyze data, recognize trends, understand track defects and coordinate field site visits and inspections with TRST division management staff that are responsible for performing the repairs and logistical experience.

Job Duties
  • Interprets and prioritizes data provided by the Track Geometry Vehicle and all third-party automated inspection equipment to be remediated by Track Maintenance in a timely manner. Develops preventative and corrective maintenance plans and actions to reduce defects and incidents that affect the safety and reliability of the WMATA rail infrastructure.
  • Advises TRST maintenance staff on engineering processes and the reasoning behind specific components and maintenance practices. Helps maintenance personnel on constructability reviews, adjusting work procedures, selection of equipment, and sequencing of work.
  • Meets regularly with TRST administration and conducts field visits to observe work being performed and communicates with front line employees
  • Performs semi-annual, comprehensive track inspections for assigned divisions. Accompanies maintenance personnel on additional inspections as needed (particularly to areas with known recurring maintenance issues) to (a), assist with planning of maintenance projects; (b), become familiar with track infrastructure, terrain, operations, and problem areas; and (c), provide engineering assistance for maintenance work planning. Ensures track is inspected according to WMATAs TRST 1000 track manual and facilitates TRSTs knowledge of the proper use of standard track inspection tools.
  • Participates and coordinates with other maintenance and engineering departments to provide support and assistance where needed. Assists with the prioritization of track maintenance work and the alleviation of safety and maintenance concerns.
  • Presents data and rationale concerning requests for Revenue Service Adjustments (RSA) during the year, so that an annualized maintenance workplan can be executed. Analyzes track asset condition assessments and assists TRST maintenance with planning and maintaining the health of the track infrastructure to reduce incidents that adversely affect the delivery of revenue service. Produces track capital renewal plan for assigned maintenance divisions.
  • Evaluates incidents that create safety hazards or maintenance issues. Addresses conditions requiring urgent onsite attention and determines the causes of failures in order to prevent future occurrences and maintain a safe and reliable railroad system.
  • Assists with track engineering studies and testing plans. Creates an effective and efficient processes to test new components or allow 3rd party contracts to be fulfilled and completed in a timely manner.

Other Duties
  • Retains and develops technical skillset and industry knowledge through participation in industry events and seminars that inform WMATA specifications, work instructions, materials and best practices. Enables WMATA to be a leader in transit maintenance and reliability by remaining thoroughly engaged with new industry technologies, practices and materials.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
