PROCESS HAZARD ANALYSIS

DESCRIPTION OF REQUIREMENT: Crane Army Ammunition Activity (CAAA), Crane, IN, operates multiple processes that are covered under the OSHA Process Safety Management (PSM) standard [29 CFR 1910.119]. In order to comply with the PSM requirements, the company is seeking to hire a contractor to perform a comprehensive hazard analysis of the covered processes to identify potential hazards, evaluate risks, and recommend appropriate mitigation measures.

OBJECTIVE: The purpose of the Process Hazard Analysis (PHA) is to modernize CAAA s manufacturing operations by using advanced process analysis techniques to identify efficiencies, quality points, and hazards. What s learned from these analyses are used to establish controls and manage operational risks.

SCOPE: The contractor shall perform a PHA of the PSM covered processes at CAAA.

SPECIFIC TASKS: Crane Army Ammunition Activity anticipates the following to accomplish the objective:

  1. Identifying all hazardous chemicals, materials, and processes that are covered under the PSM standard.
  2. Conducting a thorough review of relevant process documentation, including process flow diagrams, piping, and instrumentation diagrams (P&IDs), standard operating procedures (SOPs), and other relevant documents.
  3. Identifying and evaluating potential hazards associated with the covered processes, such as process upsets, equipment failures, human errors, external events, and other relevant factors.
  4. Recommending appropriate mitigation measures to control, reduce, or eliminate identified hazards and risks, including engineering controls, administrative controls, and procedural changes.
  5. Preparing a comprehensive hazard analysis report that includes a summary of findings, recommendations, and supporting documentation.
