Job Title: Support Services Program Manager / Specialist

Location: Remote (Louisiana-based preferred)
Duration: 2-year contract


Position Overview

We are seeking an experienced Support Services Program Manager / Specialist to support a large-scale Enterprise Architecture (EA) environment serving multiple public-sector agencies. This role focuses on integration leadership, financial oversight, quality assurance, and technical advisory support across enterprise systems and services.

The ideal candidate will bring deep experience in enterprise architecture, public-sector technology environments, cost allocation, and project management, along with the ability to collaborate with executive leadership and agency stakeholders.


Primary Scope of Work

The selected resource will:

  • Lead integration activities between multiple agencies, third parties, and an enterprise architecture environment

  • Provide quality assurance reviews as requested by leadership

  • Assist management with budgeting, rate setting, and cost allocation across enterprise architecture lines of service

  • Support customer agencies with federal and state financial reporting

  • Serve as a subject matter expert on enterprise systems, platforms, and technologies

  • Assist in evaluating and assessing new and emerging technologies

  • Lead or contribute to reviews of technical documentation

  • Perform additional duties as assigned by executive leadership


Mandatory Expertise & Experience

Applicants must have:

  • 5+ years of experience working within a large-scale Enterprise Architecture environment

  • 20+ years of experience with enterprise technologies used in public-sector systems

  • 15+ years of project management experience

  • Experience supporting statewide enterprise systems serving multiple agencies

  • Experience with:

    • Rate setting

    • Cost allocation

    • Invoicing and line-of-service cost determination

  • Experience supporting health and human services systems, including:

    • Medicaid

    • SNAP / TANF

    • Child Welfare systems

    • Child Support systems

    • Child Care Licensing applications

  • Experience drafting:

    • Advanced Planning Documents (APDs)

    • APD Updates

    • Implementation APDs

    • Cost Allocation Plans


Preferred (Not Mandatory) Qualifications

  • Experience managing large-scale, high-volume enterprise projects

  • Experience managing task orders and vendor deliverables

  • 6+ years of hands-on experience in enterprise architecture environments

  • Experience drafting Requests for Proposals (RFPs)

  • Familiarity with Java and .NET development environments

  • Subject matter expertise with enterprise infrastructure and tooling, including:

    • Virtualization and hyperconverged platforms (e.g., Nutanix, VxRail)

    • VMware stack (ESXi, vCenter, NSX, SRM)

    • Windows Server and Red Hat Enterprise Linux (RHEL)

    • Microsoft SQL Server

    • Monitoring and observability tools (e.g., Nagios, New Relic)

    • CI/CD, security, and logging tools (e.g., Octopus Deploy, Puppet, Splunk, Veracode)

    • Enterprise integration and data platforms (e.g., Pentaho, webMethods, API Gateway, IAM/SSO)

    • IBM and Broadcom enterprise tooling
