Job Description
We are seeking a Business Analyst 2 to support business process analysis and IT system requirements within Social Services Applications (SSA) and related areas. This position will review, analyze, and evaluate business systems and user needs, formulating systems to align with overall business strategies.
The ideal candidate will be experienced in business process reengineering, identifying opportunities to apply technology solutions to business problems, and preparing detailed documentation such as business requirements, functional specifications, and technical designs. The role requires working across highly complex IT systems and collaborating with business units and external stakeholders to ensure system functionality aligns with program policies and procedures.
Responsibilities
Review, analyze, and evaluate business systems and user needs.
Formulate systems to parallel business strategies.
Reengineer business processes and identify opportunities for technology solutions.
Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build, etc.).
Write detailed descriptions of user needs, program functions, and steps required to modify or develop systems.
Provide analysis and guidance to agency areas regarding system functionality, policies, and procedures.
Analyze program policies and determine impacts on automated systems (TIERS, SSP, EST, etc.).
Serve as senior analyst for developing and implementing business rules, requirements, and technical specifications.
Develop, implement, and maintain QA processes, standards, and performance monitoring.
Perform root cause analysis and develop corrective action plans for IT systems and processes.
Conduct peer reviews of business requirements and coordinate technical writing/editing reviews.
Review complex project deliverables (charters, design docs, test plans, risk assessments) and provide recommendations.
Produce documentation and responses to internal/external audit requests.
Prepare and present reports and communications to staff and executive leadership.
Provide production support and technical assistance to users of SSA eligibility systems.
Candidate Skills & Qualifications
Minimum Requirements (Must Have):
4+ years of experience mentoring and providing consultation to Social Services Applications (SSA) staff.
4+ years of experience analyzing and interpreting technical information, including regulations, policy, and system documentation.
4+ years of experience translating user/business needs into technical requirements and communicating technical instructions to system users.
4+ years of experience planning and coordinating individual and group work activities.
4+ years of experience detecting and diagnosing application problems.
4+ years of experience creating technical designs for problem solutions.
4+ years of experience working professionally with a broad range of stakeholders.
4+ years of experience preparing concise business requirements, technical specifications, and related artifacts.
