Background: The FBI Finance and Facilities Division's Accounting and Technology Section requires Operations and Maintenance (O&M) developer and support services for procurement technology systems. This includes maintaining optimal system performance (90% uptime), advancing the procurement technology roadmap, and integrating innovative solutions to enhance operational efficiency.

Position Overview: Seeking an experienced Program Manager to serve as the single point of contact for all aspects of the FBI's Procurement Technology Task Force program. This key leadership role requires extensive experience in federal procurement processes and technology program management.

Key Responsibilities:
  • Lead all aspects of development and implementation of assigned projects from original concept through final implementation
  • Define project scope, objectives, and develop detailed work plans, schedules, project estimates, resource plans, and status reports
  • Conduct weekly project meetings and ensure project tracking and analysis
  • Interface with all stakeholders including end users, computer services, and client services
  • Ensure adherence to quality standards and review all project deliverables
  • Manage integration of vendor tasks and track/review vendor deliverables
  • Provide technical and analytical guidance to project team
  • Direct analysis and solutions of complex problems
  • Maintain program governance structures including roles, responsibilities, and decision-making processes
  • Develop and maintain Program Management Plan, Risk Management Plan, and other key deliverables

Education Requirements: Bachelor's degree in related field

Required Experience:
  • Must demonstrate extensive knowledge and breadth of experience within federal procurement processes
  • Proven track record managing complex IT projects in government environments
  • Experience with procurement technology systems and applications
  • Strong leadership and stakeholder management skills
  • Experience managing teams with Top Secret cleared personnel
  • Ability to obtain and maintain FBI facility access

Technical Environment: React, Spring Boot, Postgres, AWS, Jira, Confluence, GitHub, Jenkins, Docker, and various DevOps tools

Certifications: PMP, ITIL

Availability: Must be available to start on Day 1 of the contract (September 1, 2025)
