Project Manager

**Immediate Opportunity**

CSEngineering is looking for a proficient and energetic Project Manager with specialized experience in software development and cloud migration. The ideal candidate should thrive in dynamic environments, quickly grasping and applying new software tools, cloud architectures, and DevSecOps practices to keep pace with our client's modernization goals.

The candidate will lead cross-functional teams, manage project lifecycles, and ensure successful delivery of complex software and cloud-based solutions in a high-stakes, secure environment. As a vital member of our organization, you will be responsible for offering strategic guidance and oversight in the design, development, and application development refactoring for cloud deployment, Continuous Integration (CI)/Continuous Development (CD) pipeline, existing capability refactoring & integration for Application Programming Interface (API) microservice architecture, Cloud Native Design, and Zero-Trust Architecture.

The ideal candidate should have proven experience delivering end-to-end software solutions and implementing cloud-based solutions as a project or program manager. This client-facing role will involve collaborating with stakeholders, analyzing business requirements, driving innovation, optimizing processes, and facilitating digital transformation for our Department of Defense (DoD) client.

JOB RESPONSIBILITIES
  • Act as the primary point of contact for our DoD client stakeholders, providing regular updates, managing expectations, and resolving issues.
  • Lead and motivate cross-functional teams, including software developers, cloud engineers, and stakeholders, fostering collaboration and ensuring alignment with project goals and contract objectives.
  • Oversee the migration of applications and data to cloud environments (e.g., AWS, Azure, or DoD Cloud), ensuring minimal disruption, security compliance, and optimization of cloud resources.
  • Coordinate agile software development processes, ensuring iterative delivery of high-quality code, adherence to requirements, and integration with cloud infrastructure.
  • Align day-to-day tasks with the project's long-term objectives, translating high-level mission goals into actionable plans while anticipating future scalability needs.
  • Develop and manage comprehensive project plans, including scope, schedule, budget, and resource allocation, to deliver software development and cloud migration initiatives on time and within specifications.
  • Identify risks, issues, and mitigation approaches, particularly those related to cybersecurity, cloud architecture, and software integration, and keep customers informed through weekly and monthly reports and briefings.
  • Ensure all project deliverables comply with DoD security standards, federal regulations, and contract requirements, maintaining strict adherence to classified protocols.
  • Collaborate with security and compliance teams to ensure adherence to data privacy, security standards, and regulatory requirements.
  • Track and report key performance indicators (KPIs), using data-driven insights to optimize project outcomes and address any deviations from objectives.
  • Maintain detailed project documentation, including technical specifications, progress reports, and lessons-learned, to support audits and future initiatives.
  • Drive continuous improvement initiatives by identifying opportunities to optimize existing processes and systems.

REQUIRED QUALIFICATIONS

Security Clearance: Must be able to obtain a Secret or Top Secret clearance.
  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • PMP (Project Management Professional) or equivalent certification required.
  • Proven experience (minimum 5 years) in program/project management roles with at least 3 years focused on software development and cloud migration projects.
  • Cloud-related certification (e.g., AWS Certified Solutions Architect, Microsoft Azure Administrator) preferred.
  • Hands-on experience with cloud platforms (e.g., AWS, Azure, Google Cloud, or DoD Cloud) and associated migration strategies.
  • Familiarity with agile methodologies (Scrum, Kanban) and software development lifecycles (SDLC).
  • Experience setting up and managing CI/CD software pipelines and managing a large organization's cloud migrations.
  • Proven track record managing complex, multi-disciplinary, and highly technical IT development teams.
  • Excellent communication and presentation skills, with the ability to convey complex technical concepts to non-technical stakeholders.
  • Strong leadership skills with the ability to collaborate effectively with stakeholders.
  • Demonstrated skills in guiding and mentoring development teams at all levels of experience.
  • Knowledge of DoD security protocols, data privacy, and regulatory compliance and DoD cybersecurity standards.

Preferred Certifications and Qualifications
  • Master's degree in a relevant discipline or Project Management preferred.
  • Active DoD Secret clearance or higher.
  • Experience working with military personnel and understanding mission priorities.
