Program Manager – Technology Delivery & Requirements Leadership

Location: Tallahasse, FL / Hybrid / and or Remote

Position Overview

We are seeking an experienced Program Manager with strong requirements extraction, technical team integration, and hands-on delivery leadership. This role requires someone who can embed with technical teams, lead day-to-day coordination, and proactively drive projects from discovery through delivery.

The ideal candidate brings a balance of structured project management discipline, Agile delivery support, and clear communication across business and technical stakeholders.

Required Qualifications

  • Minimum 7 years of professional business experience

  • Prior management, supervisory, or team-lead experience

  • Proven experience writing, implementing, and maintaining project management standards and processes

  • Strong background in requirements elicitation and documentation

  • Experience reviewing and providing quality assurance on:

    • Requirements

    • User stories

    • Acceptance criteria

    • Process flows

    • Supporting documentation

  • Excellent problem-solving and analytical skills

  • Demonstrated project, time, and people management expertise

  • Strong written and verbal communication skills, with the ability to engage both technical and non-technical audiences at all levels


Key Responsibilities

Project Leadership & Coordination

  • Lead day-to-day project activities including task coordination, milestone tracking, dependency management, and issue escalation

  • Maintain project plans, schedules, workstreams, and delivery commitments

  • Proactively identify risks and blockers and drive timely resolution with stakeholders

Requirements Elicitation & Documentation

  • Facilitate workshops, interviews, and working sessions to extract business, functional, and technical requirements

  • Translate stakeholder needs into:

    • Clear requirements

    • User stories

    • Acceptance criteria

    • Process flows

    • Supporting documentation

  • Partner with technical leads to validate requirements for feasibility, clarity, and completeness

  • Adhere to established Agency Project Management Standards

Technical Team Integration

  • Embed with technical teams to understand:

    • Work in progress

    • Design considerations

    • Integration points

    • Constraints

  • Serve as a liaison between business stakeholders and technical teams

  • Support sprint planning, backlog refinement, and technical discussions

Cross-Functional Engagement & Resource Coordination

  • Ensure appropriate resources are engaged at the right time across business, technical, and vendor teams

  • Track action items, ownership, and follow-through

  • Facilitate effective communication and decision-making across all participants

Project Documentation & Communication

  • Develop and maintain project documentation, including:

    • Agendas and action logs

    • Decision logs

    • Technical discussion summaries

    • Requirements documentation

    • Status and progress reports

  • Deliver tailored status updates for executive, technical, and operational audiences

Agile Delivery Support

  • Facilitate Agile ceremonies (stand-ups, planning, demos, retrospectives) or hybrid delivery practices

  • Support backlog creation, refinement, and prioritization

  • Promote iterative delivery and continuous improvement

Tools & Systems

  • Hands-on experience with tools such as:

    • Jira

    • Azure DevOps

    • MS Project

    • Confluence

    • SharePoint

  • Build dashboards, reports, and metrics to communicate progress, risks, and performance

Quality & Change Management

  • Ensure end-to-end requirements traceability

  • Support change management by documenting impacts and decisions

  • Assist with User Acceptance Testing (UAT) coordination and readiness
