Key Responsibilities:

Program Operations

• Manage SBE EDE partner activities including onboarding, technical integrations, ORRs (Operational Readiness Reviews), and compliance tracking.
• Coordinate with CMS, internal stakeholders, and technical vendors regarding partner application reviews and system changes.
• Maintain detailed records of partner applications, CMS change requests, ORR status, and approvals.
• Develop and track detailed project plans, documentation, visual dashboards, and risk mitigation strategies.
• Support the review of consumer QHP applications, technical requirements, and documentation updates.
• Track CMS changes to the EDE program and evaluate potential adoption by Georgia Access.

Stakeholder Engagement

• Serve as the primary liaison between SBE, CMS, EDE partners, and health insurance issuers.
• Lead coordination meetings across internal departments (Legal, Policy, Operations) to maintain project alignment.
• Facilitate ongoing partner communications including technical status updates, challenges, and strategy alignment.
• Represent Georgia Access in meetings with CMS and other regulatory bodies as needed.

Project Governance

• Prepare and deliver status updates, risk assessments, and escalation reports to SBE leadership.
• Ensure project deliverables meet scope, schedule, and quality standards.
• Implement and maintain project documentation including charters, schedules, stakeholder registers, and risk logs.

Required Skills & Qualifications:

• Bachelor s degree (Master s preferred, may substitute for 2 years of experience).
• 6+ years of experience in technology implementation project management.
• Proficiency with Microsoft Project, Jira, and other project management tools.
• Strong understanding of HIPAA, PHI, and PII compliance requirements.
• Familiarity with CMS programs, including QHP (Qualified Health Plans) and EDE (Enhanced Direct Enrollment) protocols.
• Experience working with or managing SaaS implementations and vendor coordination.
• Ability to analyze technical and policy documentation and provide strategic recommendations.
• Experience coordinating cross-functional teams in healthcare, insurance, or government environments.

Preferred Qualifications:

• Prior experience with State-Based Exchanges (SBE) or Federal Marketplace systems.
• Knowledge of Medicaid, IRS, or CMS data integrations.
• Familiarity with insurance carrier backend systems and web-broker platforms.
• PMP or equivalent project management certification is a plus.
