Location: New York, NY 10004
Duration: 12+ Months Contract

Introduction
TPM To provide implementation and risk management support for the agency s ongoing modernization initiative, currently being executed by an external vendor. This initiative aims to upgrade legacy systems, enhance operational efficiency, and align the agency s technology infrastructure with evolving business needs.

To ensure successful execution and minimize risks, the consultant will provide strategic oversight, coordination, risk mitigation, and advisory support throughout the implementation lifecycle. The consultant will report to the Director of the Project Management Office (PMO).

Scope Of Work
The consultant will work within TLCs Information Technology Division to support troubleshoot and maintain the operations of critical software used in our licensing and enforcement units. The services the consultant shall provide include troubleshooting and maintaining the following applications and bugs:


Consultant Responsibilities
  1. Collaborate with internal and external teams, including the system integrator, to ensure timely achievement of project milestones.
  2. Monitor and assess project and vendor progress and performance, escalating critical concerns to IT management as needed.
  3. Manage vendor accountability for deliverables, timelines, and outstanding action items.
  4. Proactively and continuously identify, analyze and manage risks and issues that could impact project delivery; evaluate impact, prioritize mitigation strategies, and track follow-up actions.
  5. Provide actionable insights and recommendations to IT Management based on project data trends, performance indicators, and emerging challenges.
  6. Prepare and present regular progress reports to IT Management and TLC Executive Leadership, including but not limited to performance metrics, status updates, forecast analysis, and risk assessments.
  7. Facilitate clear and consistent communication between TLC and the system integrator; ensure decisions and processes are well-documented and disseminated.
  8. Review key project deliverables and provide feedback to ensure quality and alignment with TLC objectives.
  9. Participate in project meetings and working sessions to maintain momentum and foster collaboration.
  10. Promote adherence to Agile best practices, TLC s Definition of Done, and continuous improvement principles.
  11. Apply Scrum framework and Agile methodologies to guide project execution and teams' collaboration.

Qualification Requirements
  1. Minimum five (5) years of experience managing complex technical implementations, preferably in public sector or modernization contexts.
  2. Demonstrated expertise in risk identification, analysis, and mitigation for large-scale IT projects.
  3. Strong analytical and problem-solving skills; proficiency in project tracking and reporting tools.
  4. Excellent oral and written communication and interpersonal skills, including stakeholder engagement and conflict resolution.
  5. Proven experience in vendor management and performance oversight.
  6. Familiarity with Agile methodologies, Scrum framework, and tools such as Azure DevOps (preferred).
