Title: Data Modeler
Location: Albany, NY REMOTE (Travel onsite 1 time per quarter)
Duration: 12 months + (Contract w/ potential for extension)
Job Description:
We are looking for a Data Modeler with at least 8+ years of IT experience and large-scale government health systems project experience (Medicaid, HIX, IES, CHIP, etc.) They also must have MMIS experience.
* They must be willing to come on site to Albany once a quarter if needed.
Top Desired Skill:
- This person must have experience with large government HHS projects (Medicaid, HIX, IES, etc).
- Great communication skills- this resource will be working closely with NYS and representing KPMG.
- Experience in MMIS systems. They will be going over all modules.
- Hands on experience and expertise in efficiently and completely documenting, maintaining and updating business architecture artifacts including complex business process workflows with multiple handoffs and dependencies.
- Successful track record (preferably in IT/Medicaid/HHS or healthcare projects) of organizing, fully preparing, conducting and timely following up on any action items from workshops with diverse stakeholders to review/validate/approve business architecture artifacts.
Scope Overview
The scope of services under this Task Order will include KPMG s assistance in documenting future state business architecture artifacts describing how the Office of Health Insurance Programs (OHIP) would operate as a result of the broader MES modernization effort.
The scope of services under this Task Order includes, for each of the areas outlined below, the development of:
- Value Streams
- Target Operating Models
- Future State Processes (BPMN compliant).
The Data modeler in this role will be part of a dynamic team and experienced in similar scope as well as the NYS environment. The modeler will benefit from having available complex reference models sourced from the KPMG Reference repository and will benefit from the support of an analyst with CMS experience for researching various topics. The modelers will be assigned to a specific area and, for each of the assigned areas, the modeler will support the following types of activities:
- Phase 1: preparation. In this phase, the modeler will take ownership and be focused on reviewing and customizing the reference models and other materials to reflect the scope of the transformation. The modeler will work with the analyst and others and will run internal validation and review sessions to collect additional feedback from relevant team members and TO subject matter professionals before finalizing model drafts for presentation to client in work sessions.
- Phase 2: review and editing. In this phase, the modeler will support work session with the client s stakeholders where the models customized by the modeler and team in phase 1 will be reviewed interactively with relevant client stakeholders. The modeler will document the feedback collected through these sessions and the requested changes and will work on updating the drafted models based on the feedback received.
In alignment with the MES Procurement Roadmap, following areas have been defined as in scope for this Task Order. These areas might progress in parallel at times and the focus of the modeler at a given time will be defined based on timelines and business needs.
Experience with Business Architecture artifacts development for any of the areas described below is highly preferred. Ability to translate business documentation in business architecture artifacts and conduct research as needed independently highly appreciated.
Desired Qualifications / Experience:
- Eight (8) years experience with large-scale Healthcare solutions.
- Three (3) years of general IT system experience and formal training/education.
- Three (3) years experience in enterprise systems or projects.
- Bachelor s degree.
- Hands on experience and expertise in efficiently and completely documenting, maintaining and updating business architecture artifacts including complex business process workflows with multiple handoffs and dependencies.
- Successful track record (preferably in IT/Medicaid/HHS or healthcare projects) of organizing, fully preparing, conducting and timely following up on any action items from workshops with diverse stakeholders to review/validate/approve business architecture artifacts.
- Proficiency in evaluating current-state business architecture documentation, particularly within large-scale state healthcare programs.
- Successfully developing and maintaining working relationships with the rest of the team, the project leadership and the client stakeholders.
- Track record of efficiency, attention to detail, responsiveness, flexibility and ability to learn, adapt and work on any given feedback areas.
- Working independently on assigned tasks and turning in quality output while being open and proficient acting as part of a larger team, understanding how assigned tasks depend and support other tasks and activities within the larger team.
Preferred/ Nice to have:
- Experience with the EA tool iServer.
- Experience with New York's state systems like eMedNY, NYSOH, APD and others is highly advantageous.
- Any certifications and experience with process improvement techniques (such as Lean Six Sigma, Agile, PDCA cycles, and Kanban), TOGAF, Project Management, Business Analysis, ITIL or similar.
- Master s Degree.
Job Responsibilities:
- Develop business architecture artifacts (independently or as part of the team) like, but not limited to: operating models, process models, capability models based on documentation reviews, brainstorming session, individual or team research
- Review with stakeholders, update as needed comprehensive documentation, including business architecture artifacts like but not limited to- context/operating models, process maps.
- Log changes to the models in alignment with the approved methodology and approach.
- Support planning and development of materials to facilitate workshops for reviewing and validating Business Architecture artifacts and deliverables.
- Prepare and facilitate business architecture workshops with various stakeholders across the client organization according to the approved methodology and approach.
- Analyze and summarize any documentation provided on business processes, workflows, and system requirements related to assigned areas. Conduct harvesting activities and integrate relevant findings within models managed. Identify and assess gaps.
- Collaborate with stakeholders to gather and document pain points and their root cause.
- Ensure produced artifacts align with MITA framework and CMS compliance standards as well as with other artifacts developed for the larger project/scope.
- Facilitate communication between technical teams, business units, and clients to ensure clear understanding of stakeholders goals and specific needs.
- Provide recommendations as appropriate for process improvement and in alignment with the goals, guiding principles and other documented program constraints.
- Provide timely and qualitative updates to the team and team leads as needed.
- Contribute to team tasks, documentation preparation and provide support to the immediate and larger team as required.
