Job Details

Project Controls Specialist (PCS)

  • Operate software applications based on business/system requirements, with a primary focus on Microsoft Office, Deltek Cobra, and Oracle Primavera P6.
  • Gather, validate, and analyze monthly project performance data for accuracy and completeness.
  • Support the project team in developing, implementing, and maintaining project controls systems aligned with EVMS standards.
  • Develop and maintain fully integrated, resource-loaded schedules using standard project management scheduling and earned value methodology.
  • Input schedule and activity-level data into scheduling and earned value systems based on input from Control Account Managers (CAMs).
  • Ensure data integrity across all project controls systems, verifying consistency between cost, schedule, and scope data.
  • Monitor and control the integration between the project schedule and earned value reporting tools.
  • Develop, maintain, and update time-phased budgets, schedules, Work Breakdown Structure (WBS), WBS Dictionary, change control log, and Responsibility Assignment Matrix (RAM).
  • Support development and documentation of project resource needs and Basis of Estimates (BOEs).
  • Perform Estimate to Complete (ETC) and Estimate at Completion (EAC) updates in coordination with project controls and CAMs.
  • Conduct variance analysis (cost and schedule), assess impacts, and support the development of corrective actions.
  • Maintain configuration management for project documentation including schedules, baseline changes, change control logs, and work authorization documents.
  • Perform critical path and float analysis, including updates due to project changes or performance impacts.
  • Monitor the ripple effect of schedule changes and ensure proper forecasting and reporting of milestone impacts.
  • Participate in risk analysis by monitoring schedule impacts and implementing risk response strategies.
  • Interface with technical staff, financial analysts, project managers, functional managers, and subcontractors on cost, schedule, risk, and earned value topics.
  • Participate in meetings with subcontractors regarding progress updates, schedule maintenance, and revisions.
  • Generate and distribute performance measurement reports, schedule updates, and earned value data to support monthly reporting cycles.
  • Develop presentations and dashboards that communicate project schedules, cost performance, and resource utilization to stakeholders.
  • Identify problems, perform root cause analysis, and propose effective, data-driven solutions to project-related issues.
  • Work independently and as part of a team to complete assigned tasks accurately and on time.
