CONTRACTOR QUALIFICATIONS AND EXPERIENCE:

  • A minimum of Five (5) years of experience designing, implementing, and administering enterprise-scale cloud environments in Azure and Amazon Web Services (AWS), including system architecture, security configuration, and environment maintenance.
  • A minimum of Five (5) years of experience as an enterprise administrator in an on-premises Windows Server Domain infrastructure.
  • A minimum of Five (5) years of experience managing Azure Entra ID (Active Directory) and AWS IAM, including policy design, role-based access control, and secure federation between environments.
  • A minimum of Five (5) years of experience designing and maintaining multi-cloud environments, including the integration of cloud-native tools and services to support data and analytics workloads.
  • A minimum of Five (5) years of experience architecting, implementing, and maintaining Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) models within Azure and AWS.
  • A minimum of Five (5) years of experience designing and managing cloud networking, including virtual networks, subnets, Virtual Private Networks (VPN), ExpressRoute, and Direct Connect.
  • A minimum of Five (5) years of experience implementing and administering DevOps and Continuous Integration and Continuous Delivery/Deployment (CI/CD) pipelines for infrastructure deployment and automation.
  • A minimum of Five (5) years of experience supporting cloud-based data tools such as Snowflake, Databricks, Informatica, and Dataiku, including environment setup, security configuration, and integration.
  • A minimum of Five (5) years of experience developing and managing cloud tagging, cost optimization, and chargeback models across multiple environments.
  • A minimum of Five (5) years of experience implementing identity, access, and policy management across hybrid and multi-cloud environments.
  • A minimum of Five (5) years of experience implementing Terraform or equivalent Infrastructure as Code (IaC) frameworks for automated, secure, and scalable infrastructure deployment.
  • A minimum of Two (2) years of experience developing and maintaining disaster recovery, high availability, and security compliance configurations in alignment with Health Insurance Portability and Accountability Act (HIPAA), National Institute of Standards and Technology (NIST), and Florida Administrative Code 60GG-2.

CONTRACTOR RESPONSIBILITIES:

  • As directed by the Department, design, install, configure, and document all server and cloud platform requirements in a multi-cloud environment (Azure and Amazon Web Services AWS) supporting the Enterprise Data and Analytics Platform (EDAP).
  • As directed by the Department, perform daily monitoring, health checks, and troubleshooting for cloud and on-premises infrastructure components, ensuring system availability and performance.
  • As directed by the Department, design and maintain Terraform-based automation and CI/CD pipelines for infrastructure deployment, configuration, and compliance validation.
  • As directed by the Department, assist in designing, securing, and maintaining network connectivity, including virtual networks, VPNs, firewalls, and ExpressRoute/Direct Connect links supporting the EDAP cloud infrastructure.
  • As directed by the Department, integrate and support data tools and platforms (Informatica, Databricks, Snowflake, Dataiku, etc.) ensuring proper configuration, interoperability, and access control across Azure and AWS environments.
  • As directed by the Department, monitor and optimize cloud performance, storage, and costs, implementing tagging, reporting, and chargeback models for multi-cloud governance.
  • As directed by the Department, implement security baselines including encryption, identity protection, key management, and role-based access control to maintain compliance with Department policies and applicable regulations.
  • As directed by the Department, collaborate with data, analytics, and development teams to migrate workloads, modernize infrastructure, and establish secure integrations between cloud and on-premises systems.
  • As directed by the Department, document configurations, maintain architecture diagrams, and provide knowledge transfer sessions for Department technical staff.
  • As directed by the Department, provide written status updates, participate in project meetings, and support Department Change Management and Governance processes.
