Location: Madison, WI (must be a current WI resident)
Duration: Long-term contract
Work Setup: 100% remote (in Wisconsin) or onsite. No relocation allowed.

This position can work onsite or remotely, but is open to current Wisconsin residents only.

We re seeking an experienced OnBase Administrator/Developer (Level IV) to join the Wisconsin Employee Trust Funds (ETF). This role focuses on designing, developing, testing, implementing, and supporting Electronic Content Management (ECM) solutions on the OnBase platform (hosted on Hyland Cloud).

You ll be the technical lead for advanced OnBase administration and development projects, handling system upgrades, incident resolution, and performance optimization. This role is highly collaborative, working with internal stakeholders, external partners, and IT teams to deliver ECM solutions that support ETF s mission.

Responsibilities:

  • Plan, design, implement, and enhance ECM solutions using OnBase.

  • Provide advanced administration, including incident/problem resolution, service and change request management, and health checks to maintain system performance.

  • Serve as a technical leader on complex ECM projects impacting ETF employers and members.

  • Perform system analysis and development services, ensuring alignment with ETF s strategic goals.

  • Propose and implement standards, procedures, and guidelines for OnBase systems.

  • Collaborate with business owners, SMEs, product/technical owners, DET, and vendors.

  • Document solutions, create technical materials, and provide training/support to end users.

  • Follow safety protocols, report incidents, and maintain safe working practices.

Required Certifications & Skills:

  • OnBase Certified System Administrator 4+ years

  • OnBase Certified Workflow Administrator or Workflow Engineer 4+ years

  • OnBase WorkView Certification and OnBase API Certification 3+ years

  • Strong hands-on experience with document types, keywords, queries, reports, forms, import processes, and Workflow solutions (4+ years)

  • Experience with Dashboard and Unity Forms development (3+ years)

Additional Technical Expertise:

  • Experience with C# and/or Visual Basic development

  • SQL Server custom query writing

  • OnBase system upgrades and troubleshooting

  • Agile environment experience

  • Strong ECM concepts, practices, and procedures knowledge

  • Familiarity with incident management and escalation procedures

Soft Skills & Other Qualifications:

  • Strong communication (written and verbal) with customers, peers, and leadership

  • Ability to work independently with sound judgment

  • Team-oriented mindset with coordination and leadership skills

  • Problem resolution and technical support expertise
