The Position:
Position Title: UBOS Document Manager
Location: Hybrid; Remote Off-Site and On-Site in Middletown, PA
Duration: 24+ Month Project

Note: Hybrid work environment is expected to be primarily remote off-site with one week per month on-site in Middletown, PA; varying with project needs. In addition to the PA ePATCH background check, PTC requires a National Criminal Background Check prior to engagement start.

We are seeking a highly skilled, experienced Document Manager to join our team assisting the Pennsylvania Turnpike Commission (PTC) Information Technology (IT) Department on their exciting and innovative technology project called the Unified Back Office Solution (UBOS). UBOS is an advanced back-office system that, when developed and deployed, will allow customers to engage with the Commission to address all their business needs, via a multitude of channels (web, mobile app, chatbot, chat, Interactive Voice Response (IVR), phone, social media, etc.).
- Define, coordinate, track, and review all program documentation and deliverables across UBOS Program.
- Interface directly with the delivery teams and architecture governance to ensure documentation is accurate, compliant, and supports iterative delivery.
- Control and report on the flow of documentation for all aspects of the program throughout the lifecycle of requirements, design, development, training, operations and maintenance.
- Drive the software development team to complete documents and ensure the quality of the result.
- Develop, establish and audit the standards for the development, review, approval, and maintenance of documentation, aligning with PMI's Organizational Project Management (OPM) framework, agile delivery, and enterprise frameworks.
- Implement and monitor quality control processes to ensure documentation supports iterative release cycles, meets compliance, regulatory, and operational standards.
- Maintain traceability between architecture design, user stories, and test cases.
- Drive teams to complete high quality documentation on time.
- Provide final approval of documents readiness.
- Develop, organize and maintain document templates, hierarchies, process workflows, and tracking instrumentation that align with processes and procedures.
- Deploy structured approaches to manage document versions, archives, and access controls, guaranteeing accurate dissemination and usage across project teams.
- Maintain a configuration management system that facilitates traceability of changes while ensuring alignment with governance protocols.
- Develop and oversee procedures and policies that standardize documentation practices.
- Train, track and coach staff to follow the policies and procedures.
- Track, measure, and report on adherence to standards of quality, commitments, and risks related as defined by the policies for document control.
- Lead the integration of documentation processes across the organization's portfolio, program, and project levels.
- Monitor compliance with organizational procedures and establish document audits for continuous improvement.
- Coordinate document creation, review, approval, and review across cross-functional teams.
- Act as a liaison between the PMO and operational project teams to facilitate governance adherence and provide training or mentorship related to documentation management.
- Collaborate with Scrum Masters and Product Owners to ensure documentation readiness aligns with sprint objectives.
- Serve as the central repository for project documentation and ensure effective knowledge-sharing practices within the organization.
- Actively contribute to lessons learned databases, aligning industry best practices and PMI standards.
- Ensure documentation supports onboarding, cross-training, and operational readiness.
- Fully document all created work associated with this position, including impact analysis reports, lessons learned, best practices for others to follow, plus any other documentation as required by the Commission. This documentation shall follow the format and / or templates as instructed by the Commission.
- Develop and maintain a productive working relationship with technology staff, business owners, project sponsors, vendors, and key clients.
- Lead and participate in project team activities for planning efforts related to enterprise systems build.
- Work independently to accomplish the tasks and duties assigned.
- Adhere to and follow all Commission standards, policies, and procedures.
- Utilize various software and/or technology tools to perform job duties.
- Perform tasks and other duties as related to this position and role and assigned by the Commission.

The Skills and Experience:
- Significant experience leading documentation deliveries for large projects.
- 5+ Years: Experience leading documentation efforts for software development projects of teams of 60-100+ staff
- 5+ Years: Experience developing and maintaining documentation for major software programs
- Management experience related to leading documentation, software and infrastructure staff to complete required documents
- Demonstrated ability to collaborate with peers across business lines while working with the leadership team to deliver significant milestones
- Two or more Greenfield projects from startup to operations and maintenance
- Call center and retail operations and related training plan development experience
- Excellent qualitative analysis skills for written documentation to ensure clear, concise and standardized description of the system and components
- Excellent proofreading skills to ensure documents are error-free
- Excellent technical architecture and business analysis skills to review the content for accuracy and completeness
- Familiarity and thorough understanding with SAP and Microsoft Dynamics implementation documentation requirements
- Thorough understanding of PMI s OPM framework and PMO structures, including their role in standardizing methodologies and oversight
- Proven ability to create, maintain, and report metrics for document quality, document status, and schedule
- Capability to implement high standards for organizational process assets and manage version control using specialized tools
- Expertise project management information systems (PMIS) like Microsoft Project used for documentation delivery tracking
- Expert in O365 tools to include word, excel, PowerPoint, SharePoint, and MS Teams.
- Familiarity with SDLC tools like Jira and MS ADO
- Ability to interpret and document process flows, functional specifications, data flows, and interface definitions
- Ability to validate alignment between functional documentation and architectural intent
- High proficiency in verbal and written communication of expectations and mentoring teams in standardized practices
- Capable of translating technical concepts into clear, accessible documentation for diverse audiences
- Ability to evaluate documentation and PMO processes critically and improve them in line with evolving organizational strategies and tolling industry standards
- Bachelor s or Master s Degree in Information Systems, Computer Science, or Technical Communication
- PMP (Project Management Professional) Certification is preferred
- CIW Documentation Specialist or ECM Practitioner Certification is preferred
- ITIL Certification is preferred
- Agile Certifications (PMI-ACP) or SAFe Agilist (SA) or SAFe Scrum Master (SSM) is preferred
