Job responsibilities
Database Development (PL/SQL Focus)
- Design, develop, and optimize high-performance database objects (tables, procedures, functions, packages) in Oracle 19c to meet evolving federal and state data collection requirements.
- Lead full-cycle development of complex data collections using expert SQL and PL/SQL, ensuring accurate implementation of federal and state business rules.
- Manage and schedule critical back-end batch jobs to create accurate data snapshots (students, teachers, attendance) for validation and reporting purposes.
- Perform proactive SQL and PL/SQL performance tuning to ensure the database system remains efficient and scalable under high load.
Systems Maintenance & Support
- Diagnose and rapidly resolve complex data quality issues and anomalies during critical collection periods, ensuring data integrity across all MODE data collections).
- Maintain and support legacy internal data collections developed in Oracle Developer 2000/6i Forms (e.g., assessment data for MCAP, MISA).
Reporting & Data Delivery
- Develop and deploy required collection reports (error detail, summary, custom) using Oracle BI Publisher.
- Maintain and update legacy reporting processes using Cognos Impromptu 7.4 and associated macro scripts.
- Design and implement PL/SQL aggregation logic to generate summary reports with aggregates across multiple subgroups, school years, LEAs, and State levels.
- Generate and validate external data exports (EDW and Local School System reports), ensuring strict adherence to specified file formats and business rules.
Business Collaboration
- Collaborate closely with MSDE Accountability team and Business Analysts to translate complex regulatory requirements (ESSA, CCR Act, Graduation, Protect our Schools Act) into robust technical specifications and system solutions.
