The County of Ventura Information Technology Services (ITS) is seeking a qualified candidate to fill the position of Deputy Chief Information Officer - Criminal Justice Systems & Digital Innovation.
The Deputy Chief Information Officer is an At-Will classification that is exempt from the provisions of the Civil Service Ordinance.
TENTATIVE SCHEDULE: Opening Date: Tuesday, June 3, 2025
Closing Date: Continuous
FIRST REVIEW: The first review of resumes is anticipated to be the week of June 23, 2025, to determine if the stated requirements are met. All relevant work experience, training, and education need to be included to determine eligibility. A review will be on a bi-weekly basis thereafter.
EXAMPLE OF DUTIES
Duties may include, but are not limited to the following:
- Directs operations and activities of the Criminal Justice and Web & Mobile teams, implementing improvements and corrective actions as required.
- Oversees $50-million project of upgrading the Ventura County's Integrated Justice System (VCIJS).
- Develops, maintains, and articulates tactical and strategic plans for the Criminal Justice and Web & Mobile teams.
- Manages the performance of the employees within the Criminal Justice and Web & Mobile teams, using contemporary managerial and leadership techniques.
- Prepares budget and controls expenditures for the Criminal Justice and Web & Mobile teams and IT services departmental budget.
- Develops rate structures for departmental services.
- Develops and maintains relationships with County department and agency leadership and measures customer satisfaction.
- Recommends IT Services sourcing and vendor management strategies and participates in negotiations for software and hardware purchases and other equipment, supplies, and services.
- Identifies and measures key performance indicators.
- Works both independently and cooperatively with internal and external customers.
- Supports IT Services business plan through continuous process improvement activities.
- Leads development of innovative technology solutions for those we serve.
- May be assigned to act on behalf of the CIO and/or ACIO in that person's absence.
- May perform other related duties, as assigned.
EDUCATION, TRAINING, and EXPERIENCE
Any combination of education, training, and experience equivalent to a Bachelor's degree in computer science, information systems, business administration, or other closely related field AND five (5) years of progressively responsible experience in information systems management which includes a variety of IT disciplines to include include accountability for strategic and fiscal planning.
NECESSARY SPECIAL REQUIREMENTS:
- Significant experience maintaining effective working relationships and communication with IT professionals, as well as customers and stakeholders.
- Five (5) or more years of experience with:
- Managing business application technology teams and concurrent technology projects, including the complete upgrade life-cycle, and overseeing new technology implementations;
- Developing, supervising, and sustaining teams capable or supporting assigned customers, applications, and/or platforms, and diagnosing and resolving technical problems.
- Experience with one (1) or more of the following areas of concentration:
- Law Enforcement Systems
- Probation Systems
- District Attorney's Systems
- Superior Court Systems
- Extensive experience managing large IT projects; PMP Certification or equivalent.
- Possession of, or ability to obtain and maintain, a valid California driver's license.
- Excellent written communication skills must be demonstrated in the completion of the resume and cover letter.
The following are highly desirable:
- Possession of a Bachelor's degree from an accredited college or university;
- Graduate level degree in Computer Science, Information Systems, or a closely related study discipline;
- Project Management Professional (PMP) Certificate; and,
- Information Technology Infrastructure Library (ITIL) 4.0 Certificate.
- Your experience managing technology teams and concurrent IT projects with various customers and/or stakeholders (such as executive level/C-suite and/or elected officials).
- Your experience developing, supervising, and sustaining teams capable of supporting assigned applications and/or platforms, diagnosing and resolving technical problems.
- Your experience with at least one (1) of the following:
- Law Enforcement Systems, Probation Systems, District Attorney's Systems, and/or Superior Courts Systems.
- Please share the size of the criminal justice department(s), your role(s), and the business processes modified, and other business impact(s) made.
- Law Enforcement Systems, Probation Systems, District Attorney's Systems, and/or Superior Courts Systems.
- Your experience with managing large, high-visibility, multi-year projects.
