Job :APD Writer (Advanced Planning Office)

Location : Raleigh NC

The APD Writer is responsible for developing Advanced Planning Documents (APDs) and related documentation to support planning, implementation, and operational activities for the NC Medicaid Program. This role ensures compliance with CMS guidelines, supports system certification, and collaborates with business, technical, and stakeholder teams to deliver high-quality, timely APDs.

Responsibilities

  • Develop, collect, and compile business and technical data to create complete and compliant APDs within required timelines

  • Collaborate with DHB business units, MES project teams, technology teams, and subject matter experts to understand project requirements

  • Coordinate meetings with internal teams, vendors, legal, and key stakeholders to gather, analyze, and finalize APD information

  • Facilitate and manage APD review meetings and obtain final stakeholder sign-off

  • Draft and review CMS submittal letters, contract, and amendment documentation for accuracy and relevance

  • Review and provide feedback on NC HIEA APDs

  • Understand and support the Medicaid Detailed Budget Table (MDBT) process

  • Translate complex technical and business concepts into clear, concise, and easily understood documentation

  • Independently prepare APD documents for internal review and CMS approval

  • Interface with mid-level executive management to provide concise updates on APD activities

  • Maintain awareness of CMS policies, updates, standards, and compliance requirements

  • Coordinate with business units to compile responses to CMS questions during APD and procurement reviews

  • Utilize tools, templates, and established methodologies to track and support program activities

  • Attend DHB and NC Medicaid meetings to remain informed of ongoing initiatives

  • Perform additional duties as required

Required Skills & Experience

  • Proven experience developing Advanced Planning Documents (APDs) for Medicaid or similar government programs

  • Strong understanding of CMS regulations, standards, and APD requirements

  • Experience with Medicaid Enterprise System (MES) projects

  • Knowledge of MDBT (Medicaid Detailed Budget Table) process

  • Excellent written and verbal communication skills

  • Ability to convert complex technical and business information into clear documentation

  • Strong stakeholder management and coordination skills

  • Experience working with cross-functional teams (business, technical, vendors, legal, finance)

  • Strong organizational, analytical, and time-management skills

  • Ability to work independently and meet strict deadlines

Preferred Qualifications

  • Experience working with state Medicaid programs

  • Prior experience supporting CMS certification and compliance

  • Familiarity with NC Medicaid or HIEA APDs
