This Performance Management and Technology (PMT) Project Manager (PM) will support City Parks and Recreation (PPR) with several high priority projects such as the pending INET contract between the City and Verizon.The INET project will equip 150+ sites with internet, computer equipment, and CISCO Meraki. The PM will also support the pending PA Broadband grant. INET management tasks will consist primarily of scheduling installation, overseeing procurement, and visiting sites, and functioning as the liaison between PPR/City/Verizon. Similar duties exist for the Broadband work; however, the PM will liaise between PPR/City/Vendors. The PA Broadband grant will provide construction to enhance the infrastructure of four recreation centers. These newly constructed recreation centers will be considered internet hubs for the City and provide programming to the community, workforce development services, and tele health support to the senior community. The PM will assist the IT Director with other duties assigned.

 Position overview / Statement of Work

The PM leads the implementation of several high priority projects for city Parks and Recreation. The PM leads the implementation of system-wide hardware and software modernization and integration projects as directed by the PPR IT Director. Primarily, the Project Manager will be responsible for a) planning, design, and implementation of PPR technological initiatives, user engagement strategies, and service-level performance management; b) planning, design, and implementation of new hardware and software integration and upgrade projects.

  • Effectively lead and supervise project teams, providing both one-on-one and team guidance and coaching to enable team to achieve project outcomes.
  • Participate in teams lead by other Network or project leaders and take direction from and support activities led by other division project leads.
  • Establish and lead a collaborative environment for project teams where knowledge is shared across disciplines on a regular basis to advance projects.
  • Develop, clarify and manage the scope of the project and team member expectations, define deliverables, and achieve targeted outcomes on time.
  • Ensure project requirements are achieved in a timely fashion and within budget guidelines.
  • Assemble and engage project teams and build collaborative relationships among project team members. Identify needed resources, assign responsibilities and develop timeframes to facilitate successful completion of project activities and deliverables.
  • Conduct, as needed, cost/benefit analysis of actions and initiatives.
  • Convene and chair project meetings with internal and external stakeholders and contracted service providers.
  • Conduct technology needs assessments, prepare status reports/summaries, and make

recommendations to PPR IT Director or PPR/OCF Leadership.

  • Communicate (verbally and in writing) effectively with stakeholders and senior business leadership about projects.
  • Plan, organize and direct the work activities of both City staff and consultants and/or systems analysis and programming personnel assigned on a team.
  • Prepare and lead presentations to project stakeholders, including PPR IT Director and/or OCF/PPR Leadership
  • Establish and maintain collaborative and effective working relationships with supervisees, peers, supervisors, and OIT.
  • Plan, organize and guide the work activities of outside consultants and/or systems analysis and programming personnel assigned on a team.

 

Support ongoing or new network software, hardware, upgrade projects as assigned.

Lead additional data, network, and technology projects and tasks as assigned by the PPR IT Director.
