Project Manager, PMP / Solutions SME / Agile Practitioner

Estrada Consulting, Inc. is currently accepting resumes for a full-time salaried position as a Senior Project Manager / Solutions SME / Agile Practitioner who is PMP certified. It is preferred the successful candidate to be PMI-ACP and CSM Certified and has previous State of California experience. We are looking for an experienced individual with in-depth, hands-on experience as a project manager in data solutions, application development, Agile SME, Business Analysis, Project Management, Change Management and prior state of CA systems experience.
Tasks and Responsibilities:
You will be responsible for overseeing the delivery of future project services to state clients, in addition to being a technical leader for proposal development on the delivery side. The decision you make will impact profitability, scope attainment, and/or client satisfaction in future project awards and successful delivery of such projects. You will hold client-facing status meetings on assigned project(s), partner with other practice area managers, business acquisition manager and recruiting team to discuss business development, review current opportunities and execute strategies, attend weekly and monthly updates and quarterly meetings with upper management that report on performance, issues, and continuous improvement. Participate in the approval process for statements of work, solution proposals, pricing schematics and overall client facing solutions. You will need to understand the business needs of clients/prospects at a CEO/CIO level down to an individual worker and be able to create customized solutions for customers/prospects.
You will need to read, analyze and interpret general business/professional journals, technical procedures or regulations. Write scopes of work, proposals, reports and/or business correspondence.
Effectively present information and respond to questions from top management, public groups, Boards of Directors, groups of managers, clients and other Insight teammates. You will need to create complex pricing models to support the profitable sales of Lifecycle Solutions opportunities.
Read, analyze and interpret the most complex documents as well as respond effectively to the most sensitive inquiries or complaints.
Write using original or innovative techniques or style and make effective and/or persuasive presentations on controversial or complex topics to top management and/or clients.

Company Location:
Estrada Consulting, Inc. is located in downtown Sacramento, CA. The position will allow for remote work model with occasional travel to the Estrada Corporate Office in Sacramento, CA when needed. Travel is approximately 25%. Candidates must be well-disciplined and set up to work from home. When assigned to a state project the location is dependent on the needs of the client and project.

Education Requirements:
Computer Science or MIS degree (MBA would be considered)
Practice Area experiences in Public Sector / Government / State and Local: Project Management, Solutions Architecture, Application Development, Business Analysis, Data Warehousing and Business Intelligence Solutions practice areas -all or some areas.
Required Experience: Must have 15-years' or more of proven successful experience in the following areas:

• Business Development
• Public Sector RFP/RFO Procurement proposal responses highly preferred.
• Public Sector Project experience is required. Preferred someone that has been either performing project services to the State of CA or prior state employee that has moved out and into contracting but ready to serve as an employee to Estrada.
• Resource / Team selection
• Costing, Budgets, Bill rates, Fixed Pricing
• Project Management Implementation
• Application Development Management
• Experience in Data Warehousing, ETL, Microsoft Data Stack: Azure Data Factory, Synapse, PowerBI, etc. is a plus.
• Data Management/Analytics a plus
• Business Analysis, Business Process Reengineering, Gathering Requirements is needed.
• Solution Architecting is a plus
• Develop Work Plans/Approach
• Technical Architecture

PMP Certification from PMI is required
Certified Scrum Master or PMI-ACP is required.
