Location: Brooklyn, NY ONSITE Duration: 12 Months (Dec 2025 Nov 2026)
Work Hours: Monday Friday, 9:00 AM 5:00 PM ET (35 hours/week)
Overview
Join a high-impact initiative designed to modernize emergency communications for the Next Generation 9-1-1 (NG911) system. We are seeking a Telephony Subject Matter Expert (SME) to guide telephony operations, ensure seamless system integration, and validate technical configurations across all phases of system deployment. This role plays a crucial part in maintaining reliable, high-performance telephony services during the citywide NG911 upgrade.
Key Responsibilities
  • Manage and oversee all telephony components of the NG911 system implementation.
  • Ensure policies, procedures, and best practices are maintained for telephony systems.
  • Validate system configurations during setup, testing (SAT/SIT), and deployment.
  • Develop and execute test cases, identify integration risks, and perform end-to-end call flow validation.
  • Review architectural and signaling flows to ensure system behavior aligns with design expectations.
  • Support troubleshooting, testing, and cutover events involving critical voice infrastructure.
  • Collaborate with cross-functional teams and vendors including MSCI, Motorola, NICE, Cisco, and telecom carriers.

Mandatory Qualifications
  • Minimum 12 years of experience in telephony, VoIP, or NG911 system engineering.
  • In-depth knowledge of SIP, SBCs, gateways, and call routing per NENA STA-010, STA-012, STA-019 standards.
  • Expertise with ESRP, BCF, CHS, and ECRF/LVF location-based routing.
  • Experience developing call-flow diagrams, signaling validation scripts, and interoperability matrices.
  • Strong skills in SIP trace analysis, CDR review, and packet capture validation for performance testing.
  • Familiarity with carrier trunk connectivity, QoS, DSCP tagging, and failover routing at the ESiNET level.
  • Proven ability to coordinate with multi-vendor environments for end-to-end voice, text, and multimedia call support.

Desirable Skills
  • Excellent written and verbal communication skills.
  • Experience working in public safety communications or emergency call system environments.
  • Design experience in IP voice management, monitoring, and auditing.
  • Knowledge of logging and recording technologies across legacy and IP PBXs.
  • Strong collaboration and problem-solving abilities across technical and business teams.

  • On-site work at 2 MetroTech Center, Brooklyn, NY with hybrid flexibility.
