The purpose of this engagement is to provide Enterprise Architect consulting services to assist the Department with the development, drafting, and coordination of its Technology Strategy and supporting enterprise policies.

Contractor staff assigned to this engagement must possess the following minimum qualifications and experience:

Strategic Development Experience: Demonstrated experience in developing and implementing technology strategies or enterprise policies for large organizations, preferably in government or healthcare sectors.

Experience: Minimum of 10 years of progressively responsible experience in Information Technology (IT), strategy development, enterprise architecture, or IT policy/governance.

Leadership Coordination: Proven experience collaborating with executive leadership and cross-functional teams to develop, review, and finalize strategic or policy documents.

Governance Frameworks: Demonstrated knowledge of IT governance frameworks such as NIST, COBIT, ITIL, or TOGAF.

Regulatory Knowledge: Demonstrated experience with Florida Information Technology statutes and administrative codes.

Executive Communication: Proven ability to write and present executive-level documents, strategies, and policies.

Team Facilitation: Experience in facilitating and coordinating across diverse teams and stakeholder groups.

Technical Tools: Proficiency with Microsoft 365 (Word, PowerPoint, Excel, Teams, SharePoint) and collaboration platforms such as Smartsheet, Confluence, or equivalent.

Confidentiality: Demonstrated experience managing sensitive or confidential information responsibly.
The Contractor shall perform the following responsibilities and service tasks as directed by the Department:
< data-start="2189" data-end="2232">1. Technology Strategy Development</>

Conduct assessments of the Department s current technology capabilities, challenges, and opportunities.

Define the Department s technology vision, guiding principles, and enterprise objectives.

Draft, maintain, and update the Technology Strategy and Roadmap.

Align technology priorities with statutory mandates, cybersecurity requirements, and business needs.
-
Identify opportunities for modernization, consolidation, and cost savings across systems and services.
< data-start="2764" data-end="2802">2. Policy & Standards Support</>

Develop and maintain policies, standards, and guidelines to operationalize the technology strategy.

Ensure compliance with Chapter 282, Florida Statutes, and related Florida Administrative Codes.

Manage the full policy lifecycle drafting, comment resolution, finalization, approval, and communication.

Prepare policy packets, briefing materials, and communications for the CIO and Department leadership.

Organize and facilitate Technology Strategy Working Groups with Division and County Health Department (CHD) IT leadership.

Prepare agendas, meeting minutes, and track action items for governance sessions.

Coordinate with external stakeholders to ensure alignment on enterprise technology initiatives.

Maintain stakeholder maps, issue/risk logs, and accountability trackers for all governance activities.

Prepare weekly CIO status updates covering strategy, policy, and progress milestones.

Develop dashboards to monitor initiatives, policies, risks, and key milestones.

Create executive briefing decks and communication materials for senior leadership.

Support legislative and enterprise reporting requirements as requested by the Department.

Adhere to all Department data security and confidentiality policies and procedures at all times.

Ensure that all project deliverables comply with state and departmental data protection standards.
