Position Overview:
We are seeking a highly qualified Task Lead / Technical Project Manager to lead complex IT modernization initiatives for the Federal Aviation Administration (FAA). This individual will serve in a dual capacity—providing both project management oversight and technical leadership across one or more critical FAA systems modernization efforts. The candidate must have demonstrated experience in SDLC, cloud transformation, custom application development, and working within federal IT frameworks. This position aligns with the FAA's classification for Technical Project Manager, responsible for managing large-scale IT projects and providing technical, quality, and strategic recommendations throughout the lifecycle of the engagement.
Key Responsibilities:
- Project Leadership & Oversight – Provide comprehensive management of FAA IT modernization projects, ensuring scope, schedule, cost, and quality compliance while aligning delivery with FAA’s strategic goals.
- Technical Management – Lead architecture, design, and implementation activities for custom software development efforts using platforms such as .NET, Java, Power Platform, SharePoint, and cloud-native services in AWS or Azure Government environments.
- Cloud Modernization & Migration – Oversee cloud transformation initiatives and ensure alignment with FAA cloud governance policies and cybersecurity protocols, including Zero Trust and TIC 3.0 compliance.
- Agile Program Execution – Manage project backlogs, user stories, sprint planning, reviews, retrospectives, and release coordination using tools like JIRA, Azure DevOps, and ServiceNow.
- Risk and Dependency Management – Proactively manage risks, identify interdependencies, develop mitigation strategies, and ensure timely escalation and resolution of critical issues.
- Executive Stakeholder Engagement – Provide regular reports and dashboards to FAA leadership, facilitate executive briefings, and prepare status summaries, decision briefs, and risk analyses.
- Team Leadership – Lead a cross-functional team of developers, analysts, and engineers. Serve as the primary point of contact for contract deliverables, schedule adherence, and technical quality assurance.
- Process Improvement & QA – Establish best practices for configuration management, CI/CD pipeline automation, DevSecOps enablement, and quality assurance processes to improve delivery speed and code quality.
- Portfolio Integration – Align project deliverables with FAA’s broader enterprise architecture and application rationalization strategy to support long-term sustainment and integration.
Qualifications and Special Knowledge Requirements:
- A Bachelor’s degree in Information Systems, Business Systems, Management Information Systems, IT Management, or a related IT field is required. Engineering, Math, or Science degrees are acceptable substitutes.
- A Project Management Professional (PMP) certification is required. Equivalent project or program management certifications may be accepted.
- A minimum of 15 years of relevant experience in technical project management is required, with at least 5 years managing federal IT modernization or cloud transformation initiatives.
- Strong experience in project controls, including schedule development, critical path and dependency analysis, baseline and variance management, and resource forecasting.
- Experience managing project plans, tracking key milestones, and supporting project control functions to align with Earned Value Management (EVM) principles and FAA PMO governance requirements.
- Proficiency with project management tools such as MS Project, JIRA, Azure DevOps, or equivalent.
