Minimum Qualifications

Education
  • Bachelors degree in related field such as Engineering, Computer Science, Systems Engineering.

Experience
  • A minimum ten (10) years of experience in the design, procurement, construction/implementation, testing, and acceptance of projects, preferably with SCADA related projects, to include:
    • Senior level experience in the direction / supervision of projects and personnel, design, project controls, budget development, contract compliance of projects, preferably in a program with SCADA elements.
    • Demonstrated successful project implementation in management roles in an operating / service environment where safety is highest value.

Certification/Licensure
  • Certifications in one or more of the following:
    • Computer and network security
    • Wireless mesh networks for security and transportation
    • Oracle Certified DBA Database administrator

Preferred
  • Electrical engineering or computer science degree

Summary

The Director, Power SCADA Engineering plans, directs, oversees, and coordinates an effective, well-integrated, and comprehensive engineering program pertaining to traction power and AC power SCADA systems. The incumbent is the prime operational and design resource for power engineering SCADA and serves as an in-house consultant and ensuring safe and reliable system operation. The incumbent develops, revises, and implements SCADA engineering policies, procedures, and standards, and ensures their compliance with various legal, safety, and other requirements. The incumbent directs, oversees, and monitors engineering activities of consultants to ensure fulfillment of contract specifications, timetables, budget, and other conditions; directs, develops, and implements preventive and corrective maintenance and testing practices, coordinates closely with WMATA internal stakeholders, and represents external stakeholders, on all aspects of Traction Power and AC Power SCADA systems improvement and replacement program.

Job Duties
  • Assumes full management and accountability for the planning, execution, commissioning and acceptance of the authoritys Supervisory Control and Data Acquisition (SCADA), Data Historian, Alarm Notification Systems, and the SCADA Automatic Energy Management System renewal projects.
  • Directs staff in engineering tasks required for the effective, safe and efficient operation and maintenance of traction power and AC power SCADA systems.
  • Develops, reviews, and approves SCADA designs and standards. Develops, revises, approves and implements SCADA engineering designs, standards, procedures, and policies in support of power infrastructure and ensures policies, procedures and standards comply with legal, safety, and other requirements.
  • Directs the effective planning, development, and utilization of engineering and design resources for the support of SCADA systems design, construction, equipment procurement, preventative and corrective maintenance activities for all system traction power and AC power infrastructures. Assists in the development of capital improvement programs for power infrastructures and the Authority's expansion and modernization programs.
  • Directs employees and contractors in inspections and project evaluation activities to include monitoring work schedules, budgets, expenditures, and resource allocation to evaluate project conformance to overall goals and ensure achievement of technical engineering requirements.
  • Reviews and evaluates the performance of power SCADA system equipment to determine the nature and cause of problems that occur during operation and recommends corrective actions or special procedures that will reduce or eliminate future failures
  • Interfaces with all engineering and maintenance disciplines to ensure power SCADA systems are being operated in an efficient, integrated, and safe manner. Works closely with power maintenance leadership to develop work instructions for SCADA systems preventative and corrective maintenance and to develop and monitor overall preventative maintenance schedules and programs.
  • Directs and supports project managers in the execution of their responsibilities, through policy interpretation, resolution of procedural issues, frequent communication, and progress updates, to identify design and execution issues early, protect WMATAs interests and resolve challenges proactively. Ensures consideration of safety, accurate status reporting and predictive modeling are incorporated into daily project management decisions via weekly meetings, project management reports and protocols.
  • Resolves design, construction, implementation issues that have a potential impact on the project schedule, scope, or budget. Makes frequent field inspections, monitors construction progress on-site; continually updates progress and reviews the need for service disruptions. Coordinates, as needed, with other WMATA stakeholders when action is needed. Protects WMATAs interests, supports project managers, ensures adequacy of monitoring and reporting protocols by identifying issues, setting framework for collaboration and establishing actions needed to resolve expeditiously.

Other Duties
  • Reviews construction and procurement contract provisions, plans, and specifications to ensure feasibility, economy and efficiency and compliance with all related rules and regulations. Develops requirements for service disruption needed to implement projects, and takes appropriate actions to mitigate, negotiate, or plan for outages. Coordinates outage planning, including contingency planning, with internal stakeholders, including External Relations and Safety.
  • Oversees the preparation and subsequent monitoring of the budget and other administrative functions for the Office of Infrastructure Power. Prepares and directs the preparation of clear, technically sound, accurate, and informative statistical, financial, progress, and other reports. Prepares executive correspondence.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
