Overview:

We are seeking a Program Management Analyst who will support our NYS client on their 1115 Medicaid waiver amendments. The ideal candidate will have strong PMO expertise and experience with managing stakeholder relations to gather business requirements, translate complex data and concepts into clear actionable items, and help keep the project on track and aligned with business needs.

Duties:

  • Establish PMO processes including policies, approval of workflows, and decision-making structures to keep the 1115 Medicaid waiver amendment project organized and aligned with stakeholder expectations.

  • Allocate team members, budget, and schedules across workstreams; track progress against milestones and adjust resource allocation as needed.

  • Conduct stakeholder meetings to understand needs for the waiver amendments, then translate those requirements into clear, actionable documentation.

  • Collect relevant program data, identify trends or gaps, and create presentations that communicate findings to both executive leadership and operational teams.

  • Support stakeholder adoption of new processes or systems related to the waiver amendments by developing communication plans, training materials, and managing resistance or concerns.

  • Produce regular program updates, metrics tracking, and visual representations of progress that translate complex program information into accessible formats.

Mandatory Qualifications:

  • Between 5-10 years of experience as a Program Management Analyst.

  • Proficiency in project management office (PMO) foundational pillars (governance, resource management, communication and change management) and applying best practices.

  • The ability to think strategically about how data can be used to achieve business goals and to develop and execute a data strategy that aligns with the overall business strategy.

  • Ability to elicit business requirements from stakeholders, prepare documentation, manage data, and develop presentation of findings.

  • The ability to clearly and concisely communicate complex data concepts and program updates to both technical and non-technical audiences.
