Job Description

Client seeks an experienced IT Contracting Officer to manage IT procurements, contract negotiations, vendor performance, and compliance activities. This role supports statewide IT initiatives by ensuring all contracts align with state standards, legal requirements, and strategic objectives.

Key Responsibilities

• Lead end-to-end IT procurement processes, including RFPs, RFIs, RFQs, and sole source justifications.
• Draft, review, and negotiate IT contracts for SaaS, cloud services, software licensing, hardware, and professional services.
• Collaborate with legal, cybersecurity, architecture, and business teams to ensure compliant and effective contract terms.
• Maintain accurate procurement records and documentation in state procurement systems.
• Provide guidance and training on IT procurement and contract management best practices.
• Monitor vendor performance and support contract enforcement and dispute resolution.
• Stay current on IT procurement regulations, trends, and emerging technologies.

Minimum Qualifications

• Bachelor's degree in business, IT, or related field.
• 5+ years of experience in IT procurement, contract negotiation, or public sector contracting.
• Strong knowledge of IT contract types (SaaS, IaaS, software licensing, support/maintenance).
• Familiarity with state or federal procurement laws and processes.
• Excellent communication, analytical, and negotiation skills.

Preferred Qualifications

• Experience with State of Iowa procurement systems (Workday, I/3, or similar).
• Certifications such as NIGP-CPP, CPPB, CPPO, or NCMA CPCM.
• Experience in centralized procurement environments.
• Knowledge of cybersecurity and data privacy requirements in IT contracts.
