Job Description

The ideal candidate will have a strong background providing Project Management support for Legacy Systems Modernization projects (hereafter referred to as "Projects"). The TSBPA is posting two resume requests; one for Project Manager and a separate one for an Enterprise Architect. To complete the planned Legacy Modernization project, the TSBPA must first complete an assessment of their current systems, structures, processes, functions, and capabilities.

The TSBPA prefers to award both resume requests to the same vendor. Consequently, it is TSBPA's expectation the two resources to cooperatively work with TSBPA's in-house Project Manager (who serves as this Project's lead) and Staff, and with each other together as an integrated two-person team. This expectation includes the Project Manager and Enterprise Architect working together collaboratively to conduct joint workshops and stakeholder interviews while gathering both business and technical insights to assess the legacy system. The Enterprise Architect's findings will feed directly into the Project Manager's project plan and procurement strategy, ensuring that architectural recommendations, budget estimates, and timelines are fully synchronized. More specifically, the Project Manager will provide leadership for the legacy modernization assessment and implementation initiative. The initial function will be to lead, develop, and document an As Is and To Be business process and technology platform assessment defining recommendations and a strategic roadmap. Once the roadmap and plan are defined the Project Manager would then focus on establishing the project charter, scope, schedule, and communication framework. Key responsibilities include coordinating stakeholder engagement across business and IT groups, managing the project plan and budget, tracking risks and issues, and facilitating decision-making with executive sponsors. The Project Manager will also assist with procurement activities such as drafting solicitation documents, defining evaluation criteria, and guiding the selection of a qualified Systems Integrator, while maintaining compliance with procurement rules. These activities include the Project Manager and Enterprise Architect participating in and/or and developing the following artifacts as deemed necessary:

Attend kick off meeting
Provide weekly status reports
Attend and help lead weekly status meetings
Create and maintain:
o Action Log
o Decision Log
o Risk register
Document (process flows and/or diagrams) the current As-Is business processes.
In addition, the current system interfaces with the TSBPA's logged-in applications/customer portals and a few interfaces with external entities.
Develop As-Is and proposed Future State technical architectural documentation (including both front-end and back-end system interactions).
Create a statement of work detailing the proposed Future State system (the information will be used to procure the services of a Systems Integrator
via a DBITS contract).
Identify viable alternatives, including potential cost ranges.
Other artifacts and activities as deemed necessary and appropriate.

During Systems Integrator selection, the Project Manager will work closely with TSBPA Staff to assist throughout the procurement process. Throughout implementation, the Project Manager will serve as the primary liaison between the client and vendor teams, ensuring deliverables meet quality standards, timelines, and contractual obligations. Together, the Project Manager and Enterprise Architect will provide a unified assessment of the viability of solutions and their costs to the TSBPA via the in-house Project Manager. Once the Systems Integrator is on board, the Project Manager will monitor and report on the Systems Integrator's contractual performance and schedule adherence providing continuous, coordinated insight to help drive a successful modernization outcome.

The Board anticipates hours billed to reflect productive hours spent working on the Project. Therefore, billing should exclude idle time.

MUST HAVE

10 Required Project Management Experience with large-scale Enterprise Implementations
8 Required Project Management /Business and Systems Analyst Experience leading and managing modernization projects
5 Required Experience completing assessments to develop strategic recommendations and roadmaps
5 Required Experience developing SOWs, RFPs and Contracts and assisting with contract negotiations
5 Required Experience developing project communication, reporting, escalation and data standards and frameworks.
5 Required Experience with Vendor Management Oversight
5 Required Experience working on projects for applications written in mainframe languages, e.g., COBOL and NATURAL
5 Preferred Preferred for PMP: Project Management Professional certification from the Project Management Institute (PMI)
2 Preferred State of Texas or Similar Federal/State Project Management Experience
